Road, northwest along such road <br />to USGS bench mark 578, then north along S. McKie Street <br />to Interstate Highway 35, then across Interstate 35 to <br />C.M. Allen Parkway, then north along C.M. Allen <br />Parkway to its intersection with Purgatory Creek, then <br />along Purgatory Creek west for a distance of 1000 feet <br />and within 200 feet of its bank, then across Purgatory <br />Creek a distance of 200 feet from the northern bank, <br />then back to C.M. Allen Parkway at a distance 200 feet <br />from the bank of Purgatory Creek then along C.M. Allen <br />Parkway to Moon Street, down Moon Street to its <br />intersection with Woods Street, then in a straight line <br />northeast to that intersection of Sessoms Drive with <br />peques Street, then northeast along peques Street to a <br />point where peques Street intersects with the <br />Eckrant-Rock Outcrop Complex soil group, then generally <br />northeast along this soil group's boundary 1000 feet <br />from the centerline of the San Marcos River to its <br />intersection with the beginning point near the <br />intersection of Ed J.L. Green and West Laurel, then <br />southeast along a line to the headwaters of San Marcos <br />River in Spring Lake. See Annex I for the map of the <br />SMRC. As land is annexed into the City of San Marcos, <br />and the City's extraterritorial jurisdiction is extended <br />in the vicinity of the San Marcos River, the boundaries <br />of the SMRC shall be extended automatically without <br />further action by the City Council in accord with the <br />three part description in paragraph one of this <br />subsection. <br /> <br />PART 2. From and after the effective date of this Chapter, no <br />building permit nor any subdivision plat shall be approved within <br />the area defined as the San Marcos River Corridor unless the <br />following conditions have been met: <br /> <br />(1) Zoning Required for SMRC Subdivisions. <br /> <br />a. <br /> <br />All subdivisions within the SMRC, which are larger than <br />two acres, or which will contain non-residential <br />structures that total 5,000 square feet or more, or <br />which will contain more than six (6) residential units <br />shall be Planned Unit Development (PUD) or Planned <br />Development District (PDD) subdivisions and shall be <br />zoned PDD or PUD. The required Development Plans for <br />these subdivisions shall meet the requirements of the <br />plans required for the PDD or the PUD, as applicable. <br /> <br />b. <br /> <br />Rezoning, if necessary, shall be initiated by the <br />subdivision owner prior to submission of a plat for the <br />Planning Commission's consideration for approval. <br /> <br />(2) Site Plan Required. <br /> <br />a. <br /> <br />All development or construction within the City limits <br />of San Marcos and within the SMRC shall be required to <br />have a site plan approved. This site plan shall be part <br />of the zoning application if rezoning is necessary, and <br />shall be approved by the City Council. If rezoning is <br />not necessary or is inapplicable, the site plan shall <br />be approved by the Planning Commission. The <br />
