<br />requests for absence from work for personal, financial, <br /> <br />medical or other reasons. <br /> <br />B. <br /> <br />POLITICAL ACTIVITY <br /> <br />All employees of the City shall refrain from political <br />activity (not including symbolic speech) on City time <br /> <br />regarding any candidate for elective City office or <br />regarding any election where an issue or proposal <br /> <br />involves only City employees. <br /> <br />City employees shall not <br /> <br />circulate petitions or campaign literature for elective <br />City officials or be concerned with soliciting or <br /> <br />receiving donations or political service on behalf of a <br />person engaged in a City campaign. <br /> <br />C. <br /> <br />SOLICITATIONS <br /> <br />Solicitation of funds, or anything of value, for any <br />purpose whatsoever shall not be permitted of or by City <br /> <br />employees on the job except with express approval of the <br /> <br />City Manager. <br /> <br />No employee may be required to make any <br /> <br />contribution or be penalized or rewarded in any way in <br /> <br />connection with the employee's employment according to <br />the response to a solicitation. <br /> <br />D. <br /> <br />OUTSIDE EMPLOYMENT/CONFLICTS OF INTERESTS <br /> <br />Cases may arise when employees wish to be involved in <br />outside business activities, (ie., part-time employment, <br /> <br />teaching, or consulting). <br /> <br />Although it is not the policy <br /> <br />of the City to be unduly restrictive, the City must <br /> <br />-15- <br />
