APPOINTMENT AND METHOD <br />OF FILLING VACANCIES <br /> <br />A. <br /> <br />RECRUITMENT <br /> <br />All employee recruitment activities shall be conducted <br /> <br />through the Personnel Department. <br /> <br />Recruitment activities <br /> <br />shall be done in compliance with Federal Equal Employment <br />Opportunity Regulations and in accordance with the City's <br /> <br />Affirmative Action Plan. <br /> <br />B. <br /> <br />VACANCY ANNOUNCEMENT <br /> <br />The Personnel Department will be notified of all current <br />and anticipated vacancies by the respective department. <br /> <br />The Personnel Department shall announce all vacancies in <br />such a manner so as to promote affirmative action and <br /> <br />equal employment opportunity. <br /> <br />Notices of position <br /> <br />vacancies will be sent to all departments. <br /> <br />These notices <br /> <br />will be posted on department bulletin boards for a period <br /> <br />of five (5) working days. <br /> <br />Directors and Supervisors must <br /> <br />not discourage employees in their departments from <br /> <br />applying for any position. <br /> <br />The City will, whenever <br /> <br />possible, promote qualified employees to fill vacant <br /> <br />positions. <br /> <br />(See Section II-J PROMOTIONS). <br /> <br />If, following <br /> <br />the five (5) day in-house posting period, a City employee <br />is not selected to fill the position, the vacancy will be <br /> <br />announced to the general public and advertising will be <br /> <br />done in conformance with City policies. <br /> <br />Applications <br /> <br />-4- <br />
