<br />polling places for the respective precincts set forth hereinabove, and
<br />it shall be each such judge's duty to hold the election in the
<br />respective precincts set forth hereinabove, and any vacancies occurring
<br />after the appointment of judges and alternate judges may be filled by
<br />subsequent resolution(s) of the City Council.
<br />
<br />SECTION 5. That each presiding judge shall appoint two (2) clerks
<br />to serve for each precinct in said election.
<br />
<br />SECTION 6. That precincts numbers 11,12,13,14,16, 20, 30/36,
<br />34/45, 44 and 46 shall be polling places for the special runoff
<br />election of the City of San Marcos, Texas.
<br />
<br />SECTION 7. That Janis K. Womack be, and she is hereby appointed
<br />clerk for absentee voting for said City and that Julie Villanueva,
<br />Susan Ripps, l\1ary Jane Warner, Chris Tinnell, r.-1ae Cephas and Juliette
<br />Torres, be, and they are hereby, appointed deputy clerks for absentee
<br />voting for said City, said absentee voting clerk and deputy clerks to
<br />serve without compensation.
<br />
<br />SECTION 8. That the main absentee polling places for said
<br />election is City Hall, 630 E. Hopkins Street in said City. Absentee
<br />voting shall be conducted during normal working days in the City Hall
<br />from April 10,1987, or as soon as practicable thereafter, through
<br />April 21, 1987, and the hours for absentee voting shall be from 8:00
<br />a.m. to 5:00 p.m. The address of 630 E. Hopkins, San Marcos, Texas,
<br />78666, shall be the absentee clerk's mailing address to which ballot
<br />applications and ballots voted by mail may be sent for said City. All
<br />absentee votes and other. votes to be processed in accordance with
<br />absentee voting procedures pursuant to Chapter 104, Election Code,
<br />V.T.C.A., shall be delivered to the Absentee Ballot Board at C.M. Allen
<br />Homes on River Road in said City in accordance with Title 7, Election
<br />Code, V.T.C.A. The Absentee Ballot Board shall consist of Presiding
<br />Judge Margie Villalpando and Alternate Judge Zoila Polanco. Absentee
<br />votes shall be counted at the central counting station. The
<br />Absentee Ballot Board shall perform in accordance with the provisions
<br />of Chapter 87, Election Code, V.T.C.A.
<br />
<br />SECTION 9. That an electronic voting system, as the term is
<br />defined in Section 121.003, Election Code, V.T.C.A., shall be utilized
<br />in connection with said election. Said system shall be utilized for
<br />all absentee voting as well as for all precinct voting conducted on
<br />election day. Dr. Wilbon Davis is hereby appointed as programmer, and
<br />he shall prepare a program for the automatic tabulating equipment.
<br />Ample voting equipment shall be provided for absentee voting and in
<br />each of the various precincts on election day. The central counting
<br />station is established as the Conference Room, San Marcos City Hall,
<br />630 East Hopkins.

<br />SECTION 10. That the City Council of said City shall, by
<br />resolution duly adopted, appoint a Presiding Judge of the Central
<br />Counting Station, a Tabulation Supervisor of the Central Counting
<br />Station, and a Central Counting Station Manager, and any and all
<br />assistants appointed by the Tabulation Supervisor shall be subject to
<br />the approval of said City Council.

<br />SECTION 11. That said election shall be held under the provisions
<br />of and in accordance with the provisions of the Charter and Ordinances
<br />of the City of San Marcos, and so far as may be applicable, in
<br />accordance with the laws of the State of Texas.
<br />
<br />SECTION 12. That a copy of this Ordinance signed by the Mayor of
<br />the City, attested by the City Secretary and approved by the City
<br />Attorney, shall serve as proper notice of said election.
<br />
<br />SECTION 13. That notice of said election including a Spanish
<br />translation thereof, shall be published once in a newspaper published
<br />in San Marcos on or after the adoption of this ordinance and before
<br />April 16,1987, and shall be posted in each City election precinct in
<br />which said election is to be held on or before April 10, 1987, and
<br />shall be posted on the bulletin board at City Hall on or before April
<br />10,1987.

<br />SECTION 14. That a copy of this Ordinance shall be delivered on
<br />or before April 16, 1987 to the presiding judge of each election
