• Kyle Maysel, 109 S. Hillcrest, San Marcos, signed up, but left early. <br />Shane Scott, 301 2°d Street, San Marcos, would like to see the Alamo Draft House here. Most <br />people go to Austin to see something unique in film and entertainment instead of the mainstream <br />fare found at most theaters. Location is ideal. It is easy to get in, and there is a lot of parking <br />available. Regarding the proposed incentive, he noted that the cable channel gives up a channel, <br />so he recommended have them give something back to community like an independent film <br />night once a week. <br />Griffin Spell, 1610 N. IH-35, San Marcos, expressed concern that the support material for the <br />addenda item was only made available to the public 6-7 hours ago. He doesn't feel a multi- <br />million dollar incentive package is a good idea. This was a contention point at last time's <br />discussion. He stated that the City is giving them 9-10 years with no property taxes or increase <br />in sales taxes. <br />Larry Rasco, 80 Indiana, San Marcos, signed up, but left early. <br />Theresa Knight, 200 Springtown Way, Ste. 319, San Marcos, is the business owner of Sylvan <br />Learning Center and supports the Alamo Draft House. She reported that the existing businesses <br />in the Springtown Center need an anchor to help them stay alive. There are concerns with more <br />transients and increased crime. She feels is makes sense for the City to help the Alamo Draft <br />House so they could, in turn, help existing small businesses. <br />• Steve Harvey, 1116 Mountain View, San Marcos, thanked the City Council for the opportunity <br />for public input and for the single-stream recycling pilot, which shows proper stewardship. He <br />also thanked the City for the Land Development Code workshop and that opportunity for <br />community input and dialogue. Regarding economic development, he noted it is important for <br />economic sustainability and asked the Council to consider branding initiatives instead of handing <br />over dollars. There is a reason they want to be here. They see this as a place for a high quality <br />project. He noted the proposed incentive is essentially a gift of $2.5 million wherein we expect <br />in nine years the sales tax revenue that they would normally be paying to pay down loan. <br />Rob Roark, 1804A Hunter, San Marcos, stated that he appreciates the $3.4 million spent on <br />downtown. However, there is still a mess on Hunter Road and asked that the City spend dollars <br />on cleaning that up. He noted reports of foreclosure on the Springtown Mall and stated that is a <br />mess we created by moving people out of Springtown and down the road. The City is now being <br />asked to bail out businesses locally. This sounds like Washington, and we don't want more <br />bailouts of government messes. <br />Chris Covo, Associated Student Government president, reported on the aid for Haiti victims. <br />They have raised $5,000 dollars, demonstrating a strong relationship between the university and <br />the community. <br />Ted Breihan, P.O.
