• 17. Consider approval of Change in Service No. 1 for Streets and Drainage On-Contract with HNTB, in an amount not to exceed $269,858.00, and authorize City Manager to execute Change in Service No. 1. Items 11, 12, 14, 15, and 16 were pulled from the Consent Agenda. MOTION: Upon a motion made by Councilmember Bose and a second by Councilmember Jones, the City Council voted seven (7) for and none (0) opposed, to approve the Consent Agenda, less Items 11, 12, 14, 15, and 16. The motion carried unanimously. (11)MOTION: Upon a motion made by Councilmember Jones and a second by Councilmember Thomaides, the City Council voted five (5) for and two (2) opposed, with Mayor Narvaiz and Councilmember Porterfield voting against, to adopt Resolution 2010-24R, as previously captioned. The motion carried. (12)MOTION: Upon a motion made by Councilmember Jones, and a second by Councilmember Thomaides, the City Council voted seven (7) for and none (0) opposed, to adopt Resolution 2010-25R, as previously captioned. The motion carried unanimously. (14)MOTION: Upon a motion made by Councilmember Porterfield and a second by Councilmember Thomason, the City Council voted three (3) for and three (3) opposed, with Councilmembers Thomaides, Bose and Thomason voting against, and with Councilmember . Jones abstaining, to adopt Resolution 2010-27R, as previously captioned. The motion failed. (15)MOTION: Upon a motion made by Councilmember Thomaides and a second by Councilmember Porterfield, the City Council voted seven (7) for and none (0) opposed, to adopt Resolution 2010-28R, as previously captioned. The motion carried unanimously. (16)MOTION: Upon a motion made by Councilmember Terry and a second by Councilmember Thomaides, the City Council voted seven (7) for and none (0) opposed, to adopt Resolution 2010-29R, as previously captioned. The motion carried unanimously. PUBLIC HEARINGS 18. Public Hearing to receive comment for and against an ordinance amending the future land use map from "LDR" Low Density Residential to "MU" Mixed Use for a 0.14 acre, more or less, tract of land located at 202 Roosevelt Street; amending the official zoning map of the City by rezoning this tract from "SF-4.5" Single-Family District to "MU" Mixed Use District; and including procedural provisions; and consider adoption of Zoning Ordinance 2010-8.
