<br />173 <br /> <br />regular meeting, january 22, 1979 <br /> <br />page two <br /> <br />Mayor Cavazos introduced on second reading and read the <br />caption of an ordinance as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF <br />THE CITY OF SAN ~~RCOS, TEXAS, <br />APPROVING THE PRICE AND CONDITIONS <br />OF THE SALE BY CITY OF SAN MARCOS, <br />TEXAS, OF LOT 6 AND A PORTION OF <br />LOTS 2, 3, 7 AND 8 AND AN ABANDONED <br />ALLEY, ALL IN BLOCK 21 OF THE ORIGINAL <br />TOWN OF SAN MARCOS (FURTHER DESCRIBED <br />BY METES AND BOUNDS IN ATTACHED EXHIBIT <br />A), ALSO KNOWN AS URBAN RENEWAL PARCEL <br />NUMBER 1-1, LOCATED WITHIN THE TEX. A-6 <br />NEIGHBORHOOD DEVELOPMENT PROGRAM AREA <br />TO LEWIS GILCREASE, TRUSTEE FOR BALCONES <br />SAVINGS ASSOCIATION; AUTHORIZING THE <br />MAYOR TO EXECUTE A WARRANTY DEED TO <br />LEWIS GILCREASE, TRUSTEE FOR BALCONES <br />SAVINGS ASSOCIATION; AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />I <br /> <br />Mr. Sutton moved the ordinance be approved on second <br />reading. Mr. Hyatt seconded the motion which passed <br />unanimously. <br /> <br />The Mayor introduced an ordinance amending the Airport <br />Commission Ordinance and declaring an emergency, and read <br />its caption: <br /> <br />AN ORDINANCE OF TIlE CITY COUNCIL OF <br />THE CITY OF SAN MARCOS, TEXAS, AMEND- <br />ING ORDINANCE 1978-5, ADOPTED ON <br />JANUARY 23, 1978, WHICH ESTABLISHED <br />THE AIRPORT COMMISSION BY PROVIDING <br />FOR MORE THAN ONE MEMBER OF SAID <br />COMMISSION TO BE A NON-RESIDENT OF <br />THE CITY OF SAN MARCOS; AND DECLARING <br />AN EMERGENCY. <br /> <br />I <br /> <br />Mrs. Doriss Hambrick, City Secretary, explained that four <br />votes in favor and three in opposition of emergency <br />adoption were recorded last week. Before an ordinance can <br />be adopted on emergency a five vote majority is needed. <br />Mr. Charles Evans, City Attorney, advised Mrs. Hambrick <br />that this ordinance be read on three readings. In the <br />second or third reading if the motion passed by five majority <br />votes then the ordinance would be adopted. Mr. Hyatt moved <br />the ordinance be approved. Mr. Hansen seconded the motion. <br />On roll call, the following vote was recorded: <br /> <br />AYE: Sutton, Arredondo, Breihan, <br />Hansen, Cavazos, Hyatt <br />NAY: James. <br /> <br />The ordinance was adopted. <br /> <br />The Mayor introduced for consideration proposals for use <br />of parkland located near Gary Job Corps. Mr. Dunlap I <br />informed the Council that the Camp Gary Job Corps had <br />required a fence be built between the parkland and Job <br />Corps property. Mr. Albert Sierra stated the estimated <br />amount would be approximately $2,500 for materials only. <br />Labor would be provided by City crews. He also stated the <br />money was available from park improvement bonds that were <br />sold some years ago. Mr. Sierra informed the Council the <br />Department of Interior had to have a definite committment <br />from the City by February 1, 1979. The following were <br />proposals for use of the land from the Parks and Recreation <br />Board: rifle and archery range, softball and baseball <br />diamonds with backstops, nature trails and golf driving <br />range (possibly a revenue producing facility).
