<br />l07 <br /> <br />regular meeting, september 27, 1976 <br /> <br />page two <br /> <br />The Mayor read an Ordinance having the following caption: <br /> <br />AN ORDINANCE DETERMINING TO GRANT, PROVIDING FOR AND ALLOWING, <br />UNDER THE ACT GOVERNING T~,.TEXAS MUNICIPAL RETIREMENT SYSTEM, <br />"UPDATED SERVICE CREDIT" IN SAID SYSTEM FOR SERVICE PERFORMED <br />BY QUALIFYING MEMBERS OF SUCH SYSTEM IN THE EMPLOYMENT OF THE <br />CITY OF SAN MARCOS; ELECTING AND PRESCRIBING THE EFFECTIVE DATE <br />OF SUCH UPDATED SERVICE CREDITS; AUTHORIZING AND PROVIDING FOR <br />ALLOWANCE OF INCREASES, AS HEREIN PROVIDED, IN MONTHLY BENEFITS <br />PAYABLE BY TEXAS MUNICIPAL RETIREMENT SYSTEM, AFTER THE EFFECTIVE <br />DATE HEREIN SPECIFIED, TO RETIRED EMPLOYEES AND TO BENEFICIARIES <br />OF DECEASED EMPLOYEES, UNDER CURRENT SERVICE ANNUITIES ARISING <br />FROM SERVICE OF SUCH EMPLOYEES TO THIS CITY. <br /> <br />I <br /> <br />Dr. Craddock moved the Ordinance be approved on first reading. Mr. Arredondo <br />seconded the motion. Mr. Sutton stated his objection that the ordinance <br />would be committing the city to more than it could afford in the future. <br />On roll call, the following vote was recorded: <br /> <br />AYE: Craddock, Hansen, James, Arredondo, Breihan, Cavazos <br />NAY: Sutton. <br /> <br />The Mayor read the caption of a Resolution as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />SETTING FORTH CITY POLICY PERTAINING TO CONDITIONS, RESTRICTIONS <br />OR COVENANTS REQUIRED ON SALES OF LANDS ACQUIRED THROUGH THE COMMUN- <br />ITY DEVELOPMENT PROGRAM AND REQUIRING PROSPECTIVE BIDDERS ON SUCH <br />LANDS TO MEET FEDERAL REQUIREMENTS IN ADDITION TO POSTING A 5% BID <br />DEPOSIT AND INCLUDING A STATEMENT OF PROPOSED USE AND DEVELOPMENT <br />FOR SAID PROJECT. <br /> <br />Mr. James moved adoption of the Resolution. Mr. Hansen seconded the motion, <br />which passed unanimously. Mr. Cavazos requested confirmation that all sales <br />would be channeled through the Urban Renewal Board. He was assured by the <br />City lfunager that they would. .. '. <br /> <br />I <br /> <br />The Mayor read the caption of a Resolution as follows: <br /> <br />], RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ESTABLISHING A LIST OF PRIORITIES FOR CONSIDERATION IN THE PREPARA- <br />TION OF AN APPLICATION OR APPLICATIONS FOR FEDERAL FUNDS TO BE MADE <br />AVAILABLE TO LOCAL GOVERNMENTS UNDER THE PUBLIC WORKS EMPLOYMENT ACT <br />OF 1976; EXPRESSING A DESIRE TO SUPPORT AND COOPERATE WITH HAYS <br />COUNTY ON THOSE ITEMS OF MUTUAL CONCERN; DIRECTING THE CITY MANAGER <br />TO DEVELOP AN APPLICATION OR APPLICATIONS FOR THE ITEM OR ITEMS IN <br />THEIR PRIORITY LISTING WHICH ARE THE DIRECT RESPONSIBILITY OF THE CITY <br />COUNCIL AND TO ASSIST, IF REQUESTED, IN THE PREPARATION OF AN APPLICA- <br />TION OR APPLICATIONS FOH THOSE PRIORITY ITEMS WHICH ARE THE DIRECT <br />RESPONSIBILITY OF HAYS COUNTY. <br /> <br />Mr. Breihan moved adoption of the Resolution. Mr. Hansen seconded the motion. <br />The City Manager swmnarized the federal register regulations on the Public Works <br />Employment Act and the application requirements. Mayor Craddock said she had <br />questions about the advisability of placing water and sewer improvements in the <br />Westov.?r area since the Council had stated publicly that it intended to fund <br />those improvements with Community Development money. Mr. Breihan recommended <br />giving priority to the Civic Center, Phase II, and to fresh water storage <br />facilities north and south of the city. Ardelia Brennan, representing Scheib <br />Opportlmity Center, came before the Council to request consideration of funding <br />the multi-purpose social services center with Public Works Employment Act funds. I <br />She ste~ed that the Scheib board of directors had received a guarantee from the <br />architect that the project could be begun within 90 days of grant award, and <br />that the City would be requested to provide the property for the facility and to <br />appoint a board to administer the activities of the facility. Marcos Vargas, <br />representing the Americ~ GI Forum, stated that his organization preferred seeing <br />streets improved, Purgatory Creek channeled, and neighborhood centers constructed <br />and improved. Mrs. Everett Johnson, chairman of Texas Museum of History, Inc., <br />requested the Council consider renovation of the old city hall building for museum <br />
