<br />Don Laine, representative of Harold V. Simpson and Company, came before the
<br />Council with the 1975-i976 Audit. Mr. Laine'summarized the'formal audit and
<br />then stated that the city had shown a tremendous improvement in the accountability
<br />of its assets and had increased its cash on deposit in the General Fund. He also
<br />stated that there was much improvement in the control of budgetary expenditures.
<br />The audit was received on motion of Mayor Craddock '1and second of Mr. Cavazos.

<br />The Mayor introduced for consideration a re~uest for final approval of the plat
<br />of Blanco Terrace Subdivision under the subdivision ordinance in effect in 1970.
<br />The City Manager explained that the plat for the subdivision had been prelimin9.rily
<br />approved on July 13, 1970, that no final approval had been re~uested or given, and
<br />that the plat had never been filed of record. The City Attorney stated his opinion
<br />that the subdivision could no longer be considered under the 1970 subdivision
<br />ordinance because the subdivision ordinance adopted in 1975 had jurisdiction oyer
<br />all subdivisions not recorded prior to its adoption. He further stated that the
<br />owners of the. subdivision may re~uest variances from the ordinance provisions and
<br />thereby comply with the new ordinance. Mr. Evans said the matter was more proper
<br />for discussion by the Planning and Zoning Commission and could not be proper 1,'
<br />considered by the Council. Mayor Craddock moved to consider the subdivision under
<br />the new subdilvision ordinance. Mr. Arredondo seconded the motion. Thomas Harwood,
<br />attorney for the owners of the property, came before the council to point out that
<br />Article 974a, Revised Civil Statutes of Texas, in effect at the time of the submis-
<br />sion of the preliminary plat on July 13, 1970, provided that if no action to
<br />disapprove a plat submitted were taken within 30 days of the plat submission, then
<br />the plat could be considered as approved. Mr. Harwood pointed out that the Council
<br />had not disapproved the plat submitted and re~uested certification of same. No

<br />seconded the motion. At the re~uest of Mr. Harwood, and with the approval of the
<br />City Attorney, the Mayor directed the City Secretary to provide certified copies of
<br />the minutes of the July 13, 1970 meeting at which the preliminary plat of Blanco
<br />Terract Subdivision was considered and the meetings for 30 days following July -13, 1971
<br />On roll call, the motion to table the matter was unanimously approved.

<br />Charles Varnell, representing Forrest & Cotton, consulting engineer~" came before
<br />the Council with final plans for the Drainage Confluence, Phase II, communit~r
<br />development project. Mr. Varnell stated that the additional work re~uested by
<br />the Council had been completed on Alternates #1 (drainage pipe along North Street
<br />from Harvey to Hopkins), Alternate #2 (drainage pipe in the natural drainage channel
<br />between Hopkins and Hutchison streets) and -Alternate #3 (channeling water unier
<br />Blanco Street at Ranch Road 12). He said the project was estimated at $350,000 plus
<br />$19,000 for Alternate #1, $20,600 for Alternate #2, and $4,400 for Alternate #3.
<br />Mr. Breihan proposed Alternate #4, the addition ofdr~inagep~acfrinmeshdown qtreet

<br />to Comanche. Mr. -FTiedriqhsbsttmated'the cost at $25,000. Mr. Varnell presented
<br />detailed plans of the project; and discussed proposed traffic detours durin€;
<br />construction. Mr. Breihan stated that he felt the plans indicated a pretty clean
<br />project. The City Manager cautioned the Council that even .tho'Q~Jlcontrols imposed
<br />on the project were tighter than those on Phase I, there would still be problems.
<br />He listed those problems as increased cost of the project and, even with carefully
<br />planned traffic detmms, numerous complaints when businesses were disrupted"
<br />Mr. Baugh pointed out that Ranch Road 12 would be cut off for about three to four
<br />months and Comanche from San Antonio to Hutchison for about two months. Mr. Varnell
<br />informed the Council that the Texas Highway Department had agreed to assist With
<br />route markers during the construction. Mr. Breihan re~uested that all right-of-way
<br />and easements be aC'luired before bidding the project. Mr. Baugh suggested this
<br />be applied to the main project and that the easements and rights-of-way for the
<br />alternate projects be acquired after the contract was awarded since it was possible
<br />not all alternates would be approved. Mr. Varnell informed the Council that the
<br />specifications would re~uire a resident employee of the contractor to be on hand
<br />to handle emergepcies after working hours. Mayor Craddock moved to adopt the final
<br />plans as presented, including Alternates #1, #2 and #3, and the addition of Alternat
<br />No.4. Mr. Cavazos seconded the motion, which passed unanimously. Mr. Baugh
<br />reported that the engineers would return at a later date to secure approval of the
<br />specifications for the project.
