<br />The Mayor read the caption of an Ordinance as follows:

<br />An Ordinance of the City Council of the City of San Marcos,
<br />Texas, Amending Section 3 of That Ordinance Which Reg1.\lates
<br />and Restricts the lDcation and Use of Buildings, Structures,
<br />and land, Dated May 23, 1966 (Vol. 32) by Changing the Zoning
<br />of the Northwest Half of lDt L, Block 3 of the B. W. Breeding
<br />Addition lDcated at the Corner of Comal and llidicott Streets
<br />From "M" (Mixed) to "P-2" (Public).
<br />
<br />Mr. Hansen moved the Ordinance be approved on second reading. Mr, James
<br />seconded the motion which passed unanimously.

<br />An Ordinance of the City Council of the City of San Marcos,
<br />Texas, Repealing Article III of Chapter 5 of the Code of
<br />Ordinances of the City of San Marcos, Texas, Said ArtiCle,
<br />Entitled "Flood Hazard Areas", Having Been Adopted by Ordinance
<br />1974-70 on November 25, 1974, and Which Prescribed Flood Hazard
<br />Area Maps, Subdivision Regulation for Minimum Elevations, Flood
<br />Flow Restrictions, etc.; lliacting a New Article II of Chapter 5
<br />of Said Code to be Entitled "Flood Damage Prevention"" Which
<br />Adopts the Flood Hazard Boundary Map as the Basis for Identifying
<br />Areas of Special Flood Hazard, Disclaiming Liability, Establish-
<br />ing Development Permits, Designating the City Manager, or his
<br />Designee, as the Administrator of this Ordinance, Prescribing
<br />the Duties and Responsibilities of the Administrator of this
<br />Ordinance, Prescribing for Development Permits, Establishing
<br />Variance Procedures, Providing Standards for Flood Hazard
<br />Reduction, Providing Penalty, and Providing a Severability Clause;
<br />and Providing an Effective Date.

<br />Dr. Craddock moved the Ordinance be approved on second reading. Mr. Hansen
<br />seconded the motion which passed unanimously.
<br />
<br />The City Manager surrnnarized proposed amendments to the license and permit.
<br />fees schedule. Mr. Webster suggested the Council consider an increase in
<br />fees for the animal shelter from $2.00 to $3.00 for the first day the
<br />animal is kept and from $1. 00 to $2.00 for each additional day. He also
<br />suggested an increase in the charge for handling a zoning request from
<br />$25.00 to $50.00, an increase in meat permit inspection fees from $10.00
<br />armually to $25.00 armually, the institution of a new fee for supervision
<br />of a cemetery interment in the San Marcos Cemetery of $20.00 and the
<br />supervision of a monument setting fee at $2.50. Other neW fees suggested
<br />by the City Manager are fees for map reproduction at $1.08 per sheet for
<br />24 inch by 36 inch maps or less and $1.50 per sheet for larger maps. He
<br />proposed the sale of a set of water maps or sewer maps at $50.00. The last
<br />new fee suggested is a fee for any work to be performed on public right-of-
<br />way or easements. Mr. Webster said the City would request only a $ 2 . 00
<br />permit fee but would require notification when a road surface or shoulder
<br />of a road were altered. Dr. Craddock moved the staff be directed to proceed
<br />to develop ordinances and resolutions establishing a fee as outlined.
<br />Mr. Hansen seconded the motion which passed unanimously.

<br />An Ordinance of the City Council of the City of San Marcos,
<br />Texas, Amending Section 104 (a) of Ordinance 1950-13, Adopted
<br />July 25, 1950, Which Specified the Circumstances Under Which
<br />the Police Department was Authorized to Impound Standing or
<br />Parked Vehicles, and Which is Codified as Section 29-152 (a),
<br />of Article VII, Chapter 29 of the Code of Ordinances, by
<br />Adding Additional Circumstances Under Which Standing or
<br />Parked Vehicles Could be Impounded; and Declaring an Effective
<br />Date.
