Residents mainly objected to the increase <br />in traffic any new multifamily development would bring and urged <br />the Council to restrict the land use to single family development <br />until the long proposed "west loop" connecting Ranch Road 12 <br />with IH 35 and the extension of North LBJ Drive could be accomplished. <br />Also present were Gilbert Fulmer of the Holland Area Neighborhood <br />Association who asked the Council to restrict development near <br />established residential areas so as to maintain the integrity of those <br />neighborhoods. Following the public hearing, an ordinance having <br />the following caption was read in its entirety: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE <br />CITY OF SAN MARCOS, TEXAS, AMENDING SECTION <br />3 OF THAT ORDINANCE WHICH REGULATES AND <br />RESTRICTS THE LOCATION AND USE OF BUILDINGS, <br />STRUCTURES AND LAND, DATED MAY 23, 1966 <br />(VOL. 32) BY ZONING LOTS l6-19 OF BLOCK C, <br />LOTS 16-36 OF BLOCK E, AND LOTS 10-l8 <br />OF BLOCK F OF THE HUGHSON HEIGHTS ADDITION <br />#2, LOTS 14 & 15 OF BLOCK C, LOTS 19-2l <br />OF BLOCK F AND LOTS 1-14 OF BLOCK L OF THE <br />HUGHSON HEIGHTS ADDITION #2; AND LOTS 26-39 <br />OF BLOCK D AND ALL OF BLOCK M OF THE HUGHSON <br />HEIGHTS ADDITION #2. <br /> <br />Mr. Cavazos moved the ordinance be approved on first reading. Mr. <br />Breihan seconded the motion. City Planner Joe Garza reported that <br />water and wastewater facilities proposed oould be provided to <br />adequately serve the development, all expenses to be borne by the <br />developer. Director of Public Safety Robert Minnie informed the <br />Council that traffic circulation in the area was poor. Mr. Tenorio <br />moved to table the ordinance until Nov. 26 so that the Staff could <br />prepare a more detailed report on the support facilities required <br />for further development of Hughson Heights. Mr. James seconded <br />the motion. On roll call, the following vote was recorded: <br /> <br />AYE: James, Sutton, Tenorio, Cavazos, Hyatt, Hansen <br /> <br />NAY: Breihan <br /> <br />The City Manager requested the Hughson Heights area residents <br />designate 2 persons to work with the City on defining the problem <br />existing in the neighborhood. <br /> <br />Mr. Hyatt left the meeting at 9:30 p.m. <br /> <br />The Mayor introduced a request for a change in the zoning of Lots <br />3 & 4 of Block 3 of the MacNaughton Addition from "R-l" to "D". <br />The City Secretary informed the Council that Paul Irwin, applicant, <br />had telephoned just prior to the meeting to say that he would <br />not be able to attend the public hearing and he requested a post~ <br />ponement. Mr. James moved to table the item until the November 5 <br />meeting. Mr. Tenorio seconded the motion, which passed unanimously. <br /> <br />At 9:35 p.m. the Mayor called a ten minute recess. <br /> <br />When the meeting reconvened at 9:45 p.m., the City Manager requested <br />the Council reconsider agenda item number six. Mr. Gonzalez <br />reported that the ordinance approving the sale of property to John <br />Finch was the result of Mr. Finch having discovered that the adjacent <br />tract of land recently purchased by him from the City was too small. <br />Mr. Gonzalez requested the Council amend the ordinance to adopt it <br />on an emergency basis so as to mot cause undue delay in the development <br />of the property. Mr. Cavazos moved to reconsider the ordinance and <br />adopt it as an emergency. Mr. Sutton seconded the motion, which <br />passed unanimously. <br />
