I I - ~ 21, 1979 STAFF RECOMMENDATION CONCERNING HUGHSON HEIGHTS A. The majority of the concern from adjacent residents appears to be the apparent use of residential streets along North L. B. J. through the single family areas of Hughson Heights and Sierra Circle. While the City staff has found that this traffic is minima~, at this time we share the neighborhood's concern that, if development continues, this traffic may increase. Unfortunately, staff has found the City responsible for much of this dilemma in so much as the proposed development of L. B. J. through the Tangle- wood area never was accomplished. We considered the question of whether L. B. J. should be completed as a major thorough- fare as one that should be studied in more detail during the Master Plan process. The issue then becomes how to encourage traffic flow from the multi-family area through North L. B. J. to Ranch Road 12 to Holland to Sessom (Aca- demy). To that end, staff makes the following recommendations: I. L. B. J. North should be improved by completing street on West side; 2. The L. B. J. - Ranch Road 12 intersection can be immediately improved by providing a left turn only lane on North L. B. J.; 3. No through signs can be posted on Chaparral and Algarita along North L. B. J.; 4. A study can be made to accomplish a Bishop - L. B. J. - Ranch Road 12 intersection; 5. Funds might be used from the Bishop Street project to complete the intersection; 6. The Highway Department should be called to study: a. Speeds along Ranch Road 12; b. Signalization on Ranch Road 12 at L. B. J. and Holland; c. Improvement of Holland - Ranch Road 12 intersection by improving drainage ditch; d. Designation of Ranch Road 12 as a State Highway; and e. Left turn only sign on Ranch Road 12 South to Franklin Street; 7. Parking should be controlled at the Holland and L. B. J. intersection with Ranch Road 12;
