I

The Honorable Luciano H. Flores and City Council
December 1, 1972
Page #2

The Agency Staff conducted a meeting of the property owners
effected on November 20, 1972, and there was no objection voiced
at that meeting.

It is felt that with the opening of Edward Gary Street to
Cheatham and the opening of C. M. Allen Parkway to Cheatham that
Cheatham Street will eventually assume a commercial role. Pre-
sently located on the opposite end of the block, on Parcel #20R-8
is the Los Angeles Funeral Home. It is our recommendation at
this time that Parcels #20R-1 through #20R-9 be changed to allow
commercial redevelopment in that area. The Urban Renewal Plan
calls for commercial land use on the north side of Cheatham Street
from L.B.J. Drive to C. M. Allen and backed by the Katy Railroad
right-of-way.

I

It is the recommendation of the staff and our planners that
these plan changes be approved in order to promote healthy re-
development in the N.D.P. Program Area.

We will make a formal presentation at the Public Hearing and
will have additional exhibits for your inspection. Also, we solicit
the understanding of the Council on the request for an emergency
declaration on the Ordinance. As you recall, we originally scheduled
this Public Hearing on November 13,.1972, but it was postponed and
readvertised due to a change in the Council's meeting time and date.
Further delay on this item will hold back the construction schedule
of the C. M. Allen Parkway.

Your assistance is respectfully

JTB:lk

Enclosure

I
