13 regular meeting, october 23, 1973 p age two Mayor Etheredge read the caption of an ordinance as follows: AN ORDINANCE AMENDING SECTION 23-1, "PLACING CIRCULARS, ETC. ON UTILITY POLES PROHIBITED.", OR ARTICLE I, CHAPTER 23 OF THE CODE OF ORDINANCES OF THE CITY OF SAN MARCOS BY PROVIDING FOR A PERMIT TO PLACE CIRCULARS, ETC. ON UTILITY POLES AND ESTABLISHING REGULATIONS PURSUANT TO SUCH PERMITS BY ADDING SECTION 23-2 AND 23-3 TO ARTICLE I, CHAPTER 23 OF SAID CODE. Mr. Dibrell moved approval of the Ordinance on first reading. Mr. Cunningham seconded the motion which passed unanimously. I Mayor Etheredge introduced a request for a renewal permit for a mobile home to be placed on Lot 15 of the City View Addition, located at 1234 Gravel Street. Mr. King moved approval of the temporary permit for Francisco Gamboa, applicant. Mr. DeLa Rosa seconded the motion which passed unanimously. The Mayor read in full a Resolution having the following caption: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, EXPRESSING THE COUNCIL'S INTENT TO IMPLEMENT A COMPREHENSIVE TRAFFIC SURVEY PROGRAM IN THE EVENT THE CITY OF SAN MARCOS RECEIVES A GRANT FROM THE GOVERNOR'S TRAFFIC SAFETY PROGRAM. Mr. DeLa Rosa moved the Resolution be Passed and Approved. Mr. Cunningham seconded the motion which passed unanimously. Councilman Tauch moved approval of the disbursement of $500 for a program audit of the City's implementation of improvements recommended in the final report of the Traffic Engineering Survey, the audit to be performed by the contractor of the survey. Councilman King seconded the motion which passed unanimously. I Mayor Etheredge read the caption of an ordinance as follows: AN ORDINANCE AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, DATED MAY 23, 1966 (VOL. 32) BY CHANGING THE ZONING OF PART OF LOTS 3 AND 4, BLOCK 1 OF THE WEST END ADDITION, LOCATED ON THE CORNER OF HOPKINS AND BISHOP STREETS, FROM "R-l" (SINGLE FAMILY RESIDENTIAL) TO "P-2" (PUBLIC USE). Dr. Tauch moved the Ordinance be approved on second reading. Mr. Cunningham seconded the motion which passed unanimously. The Mayor read the caption of an ordinance as follows; AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS, ZONING FOR TRAFFIC AND RATE OF SPEED THEREIN, ON R.M. HIGHWAY 2349 IN THE CITY LIMITS OF THE CITY OF SAN MARCOS; DEFINING SPEEDING AND FIXING A PENALTY THEREFOR; DECLARING WHAT MAY BE A SUFFICIENT COMPLAINT IN PROSE- CUTION HEREUNDER; WITH A SAVING CLAUSE REPEALING CONFLICTING LAWS AND DECLARING AN EMERGENCY. Mr. King moved the Ordinance be Passed, Approved and Adopted as an emergency. Mr. DeL a Rosa seconded the,motion. On roll call, the following vote was recorded: I AYE: Cunningham, DeLa Rosa, Dibrell, Etheredge, Flores, King, Tauch NAY: None The Mayor declared the Ordinance Passed, Approved and Adopted.
