<br />I <br /> <br />I <br /> <br />I <br /> <br />123 <br /> <br />regular meeting, april 22, 1974 <br /> <br />page five <br /> <br />The Mayor read the caption of a Resolution as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE' CITY OF SAN MARCOS, TEXAS, <br />AUTHORIZING THE CITY MANAGER TO SUBMIT THE 1974 WORKABLE PROGRAM <br />TO THE HOUSING AND URBAN DEVELOPMENT AGENCY FOR RECERTIFICATION. <br /> <br />Dr. Craddock moved the Resolution be approved. Mr. Flores seconded the <br />motion, which passed unanimously. <br /> <br />Mr. King read the caption of a resolution as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION TO THE BUREAU <br />OF OUTDOOR RECREATION FOR THE ACQUISITION OF SURPLUS PROPERTY, <br />BEING A "PORTION OF FORMER CAMP GARY, CALDWELL COUNTY, TEXAS, GSA <br />CONTROL NUMBER GD-TEX-669D, CONSISTING OF APPROXIMATELY 40.85 <br />ACRES, MORE OR LESS". <br /> <br />Dr. €raddock moved the Resolution be approved. Dr. Tauch seconded the motion, <br />which passed unanimously. <br /> <br />Kenneth Finch, representing the auditing firm of Ernst & Ernst, came before <br />the Council with a preliminary report on 'the 1972-1973 audit for the City. <br />Mr. Finch explained that the final audit was not ready for presentation, but <br />that it would be in the near future. <br /> <br />Mr. King read the caption of a Resolution as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AUTHORIZING THE CITY MANAGER TO CONTRACT WITH THE FIRM OF BLACK <br />AND VEATCH FOR AN INVESTIGATION OF LOCAL ELECTRICAL UTILITY <br />OPERATIONS AND ELECTRICAL RATES. <br /> <br />Mr. DeLa Rosa moved to amend the Resolution to include a statement of the <br />maximum charge of $8,000 for the investigation, and moved approval of <br />the Resolution. Dr. Tauch seconded the motion. Mr. Dibrell requested the <br />Council consider tabling the Resolution until the new Councilmen were Sworn in. <br />The City Manager reported that no time limit had been set for the investigation <br />due to its nature. On roll call, the following vote was recorded on the motion <br />to approve the Resolution: <br /> <br />AYE: Craddock, DeLa Rosa, King, Flores, Tauch <br />NAY: Dibrell. <br /> <br />The City Manager was authorized, by common consent of the Council, to enter <br />into informal conversation with Rogers Wilson, owner of property near Rio <br />Vista Park, regarding purchase of parkland. <br /> <br />Mr. DeLa Rosa submitted tbe name of Dick Moncure for appointment to the <br />Planning and Zoning Commission. <br /> <br />Dr. Craddock moved approval of a policy to allow the County Commissioners <br />Court to appoint a representative to the Library Board. Mr. Dibrell seconded <br />the motion, which passed unanimously. <br /> <br />Dr. Craddock requested the Environmental Advisory Committee be invited to <br />the next Council workshop. <br /> <br />Mr. King introduced discussion of use of the 1966 General Obligation Bonds <br />disignated for the civic center, stating that no formal statement of specific <br />designation had been made. He said there is presently a need for utilities at <br />the show barn, Phase I of the Civic Center project, and that the City's bond <br />attorney had advised that extension of utilities was a legitimate expenditure <br />of the bonds. Mr. Clovis Barker was present to state that Phase I of the project <br />was half completed and that the show barn would serve as the entire convention/ <br />civic center complex until the next phase was complete. He further reported <br />that, when Phase 1 was completed and had been "in use for a short time, a <br />request would be made for a county bond election for Phase 2. Mr. Dibrell <br />moved appropriation of the bonds for extension of utilities to the show barn! <br />civic center site. Dr. Tauch seconded the motion.
