Mrs. Emery seconded the motion, and on roll <br />call, the following vote was recorded: <br /> <br />AYE: DeLa Rosa, Emery, Flores, Etheredge, King <br />NAY: None <br /> <br />The Mayor Pro Tem declared the Ordinance Passed, Approved <br />and Adopted. <br /> <br />Mr. Flores moved that an ordinance tabled at the Sept. 13 <br />meeting be reconsidered. Mr. King seconded the motion, which <br />passed unanimously. <br />The Mayor Pro Tem read the caption of the ordinance, as follows: <br /> <br />AN ORDINANCE AMENDING SECTION 3 OF THAT ORDINANCE WHICH <br />REGULATES AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, <br />STRUCTURES AND LAND, DATED MAY 23, 1966 (VOL. 32) BY CHANG- <br />ING THE ZONING ON LOTS 17 AND 24, PLUS .716 ACRE, OUT OF THE <br />A.G. COERSADDITION, FROM "R-1-(SINGLE-FAMILYRESIDENTIAL) <br />TO PC" (COMMERCIAL) <br /> <br />Mr. Ted Breihan, owner of the property, came foward and explained <br />his efforts over the past few years to develop the property, the <br />same facts he had presented at the Sept. 13 public hearing. The <br />Planning & Zoning Commission had denied his request for change of <br />zoning, after he had complied with their suggestions. <br />The City Secretary read an excerpt from the Minutes of the Sept.13 <br />public hearing, to rePresh the Councilmen's minds on the circum- <br />stances. The matter was discus sed. <br />Mr. Etheredge moved approval of ~he ordinance on first reading. <br />Mrs. Emery seconded the motion and on roll call, the following <br />vote,was recorded: <br /> <br />AYE: OeLa Rosa, Emery, Etheredge~flores, King <br />NAY: None <br /> <br />The Mayor Pro Tem declancid the ordinance approved on +irst reading. <br /> <br />Mrs. Jack Weatherford, member of the Planning & Zoning Commission, <br />rose to question whether five Councilmen. constituted a three-fourths <br />affirmative vote, ~s required for the Council ~o'ov~rride a Planning <br />and Zoning Commission recommendation. <br /> <br />The Mayor Pro Tem said a legal opinion on the question would be <br />obtained. from the City Attorney. <br /> <br />Councilman DeLa Rosa asked the City Manager to investigate whether <br />a City vehicle was used to move some things to Aquarena'for Ronnie <br />Oannelley during the recent Chilympiad celebration. <br /> <br />The Mayor Pro Tem read into public record a lett~r from Gilbert <br />Medina, Urban Renewal Commissioner, declaring family ownership <br />of property within the San Marcos Neighborhood Development Project, <br />Tex A-6. The letter is attached and made a part of the Minutes. <br /> <br />The City Manager distributed copies of a proposed agreement with <br />H. Garland Stokes for extension of utility lines to Hughson Heights <br />Subdivision, Addition No. One. Mr. King moved that the agreement <br />be tabled until the next meeting, to allow time for study. <br />Mr. Etheredge seconded the motion, which passed unanimously. <br /> <br />The City Manager reported on the possibility of getting a grant of <br />$95,000 from the Criminal Justice Council for a Police and Court <br />Building. Cost of the building is estimated at $190,000. The City <br />would finance :,its share by issuing general obligation warrants. <br />
