<br />regular meeting, january 10, 197Z <br /> <br />page two <br /> <br />The Mayor opened a public hearing on a request for change <br />of zoning from "R_1n (single-family residential) to "R-Z" <br />(duillex) on Lots 394,395, 396, 409, 410, 411, 41Z, 413, <br />and part of Lots 397, 398, 399, Block 17, Westover Addition. <br />Gerhardt Schulle, jr., owner, showed a plat of the property, <br />and said he wished to take the Planning & Zoning Commission's <br />recommendation that the size of the lots be increased to <br />90 X 150, allowing for seven duplexes on large lots. He called <br />attention to deletion of Lot #Z, which would remain nR_1n. <br />Mr. 1smael Rosales, owner of a home on Lot #2, protested the <br />change of zoning b<5 the adjoining lots to "R_Zn, duplex. I <br />He said his home was across from Crockett School,and the traffic <br />was very heavy when children were being taken to and from <br />school. He stated he had bought the home because it was <br />strictly residential, and he did not feel it was right to "jump" <br />other areas and zone that section for duplexes. <br />After everyone had been heard, the Mayor declared the public <br />hearing closed. <br />Mr. Yarbrough introduced and read aloud an ordinance with the <br />following caption: <br /> <br />AN ORDINANCE AMENDING SECTION 3 OF THAT ORDINANCE WHICH <br />REGULA TES AND RESTR ICTS THE LOCATION AND USE OF BU I LD- <br />INGS, STRUCTURES AND LAND, DATED MAY 23. 1966 (VOL. 3Z) <br />BY CHANGING THE ZONING ON LOTS 394, 395, 396, 408, 409, <br />410, 411, 41Z, 413, AND PART OF LOTS 397, 398, 399, <br />BLOCK 17, WESTOVER ADDITION, FROM "R-1"(SINGLE-FAMILY <br />RESIDENTIAL) TO "R-2" (DUPLEXES) <br /> <br />Mr. King moved approval of the ordinance on first reading. <br />Mr. Etheredge seconded the motion. Mr. DeLa Rosa said he <br />didn't feel that developing that area for duplexes was in <br />the best interests of the school. He said he had talked I <br />to parents of school children who complained of the heavy <br />traffic. There was further discussion on the" motion. <br />Mr. King amended his motion to include the stipulation <br />that the tract be replatted to provide for lots 90 X 150 <br />feet. The seconder agreed to the amendment. On roll call, <br />the following vote was recorded: <br /> <br />AYE: <br />NAY: <br />ABSTAIN: <br /> <br />Etheredge, Flores, King, Tauch, Yarbrough <br />DeLa Rosa <br />Emery <br /> <br />The Mayor declared the ordinance approved on first reading. <br /> <br />The Mayor opened a public hearing on a request for change of <br />zoning from nR_1" to "D" (multi-family) on Lots 18 & 19, <br />Forest Hills Addition. <br />Homer "Bud" Hamilton, owner o~~he,lots, said he h~d requested <br />the change of zoning because hef~lt it was in step with devel- <br />opment of property all around his tract. <br />Dr. Pat Norwood spoke against the change, citing a petition <br />asking denial of the request, which had been signed by six <br />property owners within 200 feet of Lots 18 & 19. He said in- I <br />crease of traffic was their chief objection. <br />Mr. Hamilton said m.ny of the students living in present <br />apartment buildings walk to classes, which reduces vehicle <br />traffic. He said he understood there was planned rezoning <br />in the area, and asked if the Council would deny all multi- <br />family zoning in that section in the future. <br />The City Manager reminded the Council that ZO% of th'e prop- <br />erty-owners within ZOO feet of Lots 18 & 19 had protested <br />the change of zoning at the Planning & Zoning public hearing, <br />requiring five affirmative votes on the Council if the decision <br />of the Commission were reversed. <br />The Mayor declared the public hearing closed. <br />
