regular meeting, January 24, 1972

page two

Dr. Tauch asked if it could be partially enforced now -
he said he saw no point in delaying - it would get people
prepared for full enforcement later.
Mr. Yarbrough asked if~hefees were adequate. The City
Manager said he was not entirely cert~in. One. purpose of
the impounding fees was to make it economically unfeasible
for people to neglect their pets - that, hopefully, they
would take better care of them. Mr. Etheredge asked how
much it would increase the .cost of transporting animals to
the Humane Society Center in Austin, if the ordinance were I
enforcedd Mr. Gresham said $200 - $300 - might go to $500.
Mr. Baugh, Administrative Assistant to the City Manager,
said it was presently costing $270. Mr. Dela Rosa said
the.present ordinance was not being enforced as it should be -
that the problem should be alleviated in some way. .
Dr. Tauch moved approval of the ordinance, on first reading.
Mr. Dela Rosa seconded the motion, and on roll call, the
following vote was recorded:

AYE: DeLa Rosa, Emery, Etheredge, Flores, Yarbrough,
Tauch

NAY: King

The Mayor declared the ordinance passed on first reading.

The Mayor said the next six items on the Agenda required
awarding of bids for equipment. A recapitulation of the
bids received is attached and made a part of the Minutes.

Mr. Flores moved that the City award Berg Tractor and
Equipment Company the low bid of $8,895.00 for an Inter-
national Harvester Backhoe. Mrs. Emery seconded the motion, I
which passed unanimously.

Mr. Flores moved the City award Berg Tractor and Equipment
Company the low bid of $3, 695.00 for a Draw Bar Tractor.
Mr. Etheredge seconded the motion, which passed unanimously.

Mrs. Emery moved that the City purchase a Street Sweeper
from Girard Machinery Compa~y, on a low bid of $16,190.00
Mr. King seconded the motion, which passed unanimously.

Dr. Tauch moved that Younger Motors be awarded the bid
for a Datsun Half-Ton Truck, at a cost of $1,975.00.
Mr. Etheredge seconded the motion, which passed unanimously.

Mr. etheredge moved that the City purchase a Two-Ton Truck
from Simon-Gregg Ford, on a low bid of $5,022.75. Mr. Flores
seconded the motion, which passed unanimously.

Mrs. Emery moved that the City purchase a Compaction Unit
from Davis Truck and Equipment Company, at the bid price
of $5,580.00. Mr. Etheredge seconded the motion.
Mr. Flores asked why the City Manager had not recom~eaded
that the unit not be purchased from the low bidder. Mr. Gre-
sham said that the second low bid was justified by offer
of a higher type of equipment, well worth the $300 difference.
On roll call, the vote was unanimous in favor of the purchase
on the $5,580.00 bid.

I

Mr. Yarbr.ough called attention to the detailed Memorandum
that accompanied the recap of the bids, especially, the fact
that the total cost of the equipment was $41,357.75, and that
$52,300.00 had been budgeted.
