Mrs. Emery seconded the motion, and on roll call, <br />the following vote was recorded: <br /> <br />AYE: <br />NAY: <br />ABSTAIN: <br /> <br />DeLa!Ros<l, EmerYi ii:theredge, Flores, King, 'Tauch <br />None <br />Yarbrough <br /> <br />The Mayor declared ~he ordinance passed on second reading. <br /> <br />The Mayor introduced an ordinance with the following caption: II <br /> <br />AN ORDINANCE AMENDING THE ORDINANCE WHICH PROVIDES FOR <br />THE REGULATION, 1ICENSING, IMPOUNDING, SELLING AND <br />DISPOSING OF ANIMALS BY ADDITIONALLY PROVIDING FOR THE <br />IMPOUNDING OF DOGS RUNNING AT LARGE; PROVIDING FOR A <br />NEW SECTION OF THE CODE OF ORDINANCES OF THE CITY Of <br />SAN MARCOS, TEXAS, TO BE DESIGNATED SECTION 3-20; DELET- <br />ING SE~TION 3-46 AND REPLACING IT WITH A NEW SECTION <br />UNDER THE SAME NUMBER; AND PROVIDING FOR AN EFFECTIVE DATE <br /> <br />Dr. Tauch moved adoption of the ordinance on final reading. <br />Mr. Ethe,redge s,ec<,1nded the mot,ion,' <br />A.D. Muiier came before the Council to protest the passage of <br />the ordinance. He said there were 3,000 dogs running loose <br />in the City, and if all were picked up, cond{tions at the <br />pound would be intolerable. Mr. Muller said he had visited <br />the pound andfqynd it highly unsatisfactory. <br />The Mayor explained that the Council was prepared to enlarge <br />and improve facilities at the pound, which i~ used nnly for <br />a short holding period. If the dogs are not claimed by their <br />owners, Mr. Yarbro~gh stated, they are transferred to the <br />Austin Humane Society. The Mayor said the City did not plan I <br />a "mass round-up" until adequate quarters were ready. On roll <br />call, the following vote was recorded: <br /> <br />AYE: Dela Rosa, Emery, Etheredge, Flores, Tauch, Yarbrough <br />NAY: King <br /> <br />The Mayor declared the Ordinance Passed, Approved and Adopted. <br /> <br />The Mayor introduced for discussion the matter of selecting <br />an architectural firm for the Police and Courts Building. He <br />stated several firms had been interviewed. <br />Mr. King moved that Barnes, landes, Goodman and Youngblood be <br />commissioned to plan the building. Mrs. Emery seconded the <br />motion and on roll call, the following vote was recorded: <br /> <br />AYE: <br />NAY: <br />ABSTAIN: <br /> <br />Dela Rosa, Emery, Etheredge, King, Tauch, Yarbrough <br />None <br />Flores <br /> <br />The Mayor declar~d the motion carried. Mr. Flores explained <br />that he had abstained because he had not atten~od the interview <br />sessions, and could not vote on selection of a firm. <br /> <br />I <br /> <br />The Mayor cited the need for providing improved airport facilities <br />for the future growth of San Marcos. Mr. Yarbrough asked <br />Dr. Tauch to assume reponsibility for bringing in a report and <br />recommendation on municipal airport facilities to the Council. <br />
