<br />regular meeting, september 14, 1970 <br /> <br />page two <br /> <br />Mr. King moved adoption of the ordinance on second reading. <br />Mr. Yarbrough seconded the motion, which passed unanimously. <br /> <br />The Mayor introduced an ordinance annexing a tract on Uhland <br />Road. Mr. Zavesky moved adoption of the ordinance, on second <br />reading. Mr. King seconded the motion, which passed unani- <br />mously. <br /> <br />Dr. Craddock moved that Mr. Jerry L. Moore and Dr. Charles II <br />Willms be reappointed to a two-year term on the Urban Re- <br />newal Board. Mr. Zavesky seconded the motion, which passed <br />una nimousl y. <br /> <br />Mayor Smith moved that Mr. William Castleberry be appointed <br />as an alternate member to the Zoning Board of Adjustment. <br />Mr. King seconded the motion, which passed unanimously. <br /> <br />David Pool, Chairman of the Planning and Zoning Commission, <br />appeared before the Council to discuss some matters recent- <br />I y brought before, the Commission. He stated: " I n my opin- <br />ion, the City's Thoroughfare System is the key to the whole <br />Comprehensive Plan. If you can give us something to go on, <br />we can give the subdivider a reasonable date when we can <br />expect the Thoroughfare Plan to be put into effect, then we <br />can go ahead." <br /> <br />The City Manager pointed out that the Thoroughfare Plan was <br />long-range and that two things would have to be done before <br />a nswers to Mr. Pool's questions could be found: L the City <br />would have to obtain permission from property-owners to I <br />make the survey; 2. get a cost estimate on the survey and <br />right-of-way. <br /> <br />Dr. Craddock moved that the City Manager be authorized to <br />make a feasibility study of a survey of property required <br />for thoroughfares, including LBJ Drive and others. <br />Mr. Contreras seconded the motion, which passed unanimously. <br /> <br />Mr. Pool expressed the appreciation of the Commission for <br />the Council's cooperation, and reminded Members of the <br />recommendation that Bluebonnet Circle be annexed. <br /> <br />The Mayor introduced Planning and Zoning items on the Agenda. <br />Mr. Smith moved that a request from JimMichalecandW~M. <br />Martin for a change of zoning from "R-l" to "0" on Lots 82, <br />89 and the west part of Lot 90, Park Addition, be granted. <br />Mr. King seconded the motion, which passed unanimously. <br />Mr. Pool stated there had been a provision in the Commission's <br />approval of the change of ~oning: that Mr. Michalec dedicate <br />enough right-of-way to widen LBJ Drive to 80 feet,. Dr. Craddock <br />proposed an amended motion, that the request for ~hange of <br />zoning be ,granted, provided that the property-owner deed I <br />sufficient righ~f-way to the City for widening LBJ Drive. <br />Mr. King seconded the motion, which passed unanimously. <br /> <br />The Council considered a request forc change of zoning from <br />"R-l" to "P-2" on property at 317 Blanco Street owned by the <br />Salesian Sisters of Saint John Bosco,. It was stated the <br />Sisters planned to start some type of school for small children. <br />
