Richmond McKinney came before the Council to <br />discuss the traffic problem at that location during peak <br />hours, caused by Lamar School and an apai',tment. Mr. McKinney <br />said he lived in the neighborhood, and wanted to go on record <br />as not opposing the establishment of a school by the Salesian <br />Sisters, except as it would further congest traffic. <br />Walter L; "Bud" Buckner, who lives in~ the next block, also <br />came before the Council to ask that the traffic flow be studied <br />before the situation worsened. He stated peak hours are 8:30 <br />a.m., and 3:30 p.m. When it rains, Mr. Buckner said, traffic <br />is completely blocked on Blanco, Hutchison and Burleson Streets. <br /> <br />Dr. Craddock moved that the request for rezoning be tabled <br />until information could be obtained on the type of school being <br />planned by the Salesian Sisters, and a study of the tr,affic flow <br />in the area be made. Mr. Zavesky seconded the motion, which <br />passed unanimously. <br /> <br />W.C. Carson, representing Mr. John Niglia7zo, appeared before <br />the Council with a revised plat of a development across the <br />street from Owen Goodnight Junior High School. The plat was <br />examined and discussed, with Mr. Carson answering questions. <br />Mr. Yarbrough moved that the zoning on the property as outlihed <br />on the plat be changed from "R-l" to "C" (commercial). <br />Mr. Kih9 seconded the motion, which passed unanimo~sly. <br /> <br />I <br /> <br />The Council considered a request from First Baptist Church <br />for a change of zoning from "D" to "P-2" on a triangular piece <br />of property bounded by Mary and North, at their intersection <br />with Hutchison. It was stated that the church wished to de- <br />velop an outdoor amphitheatre. Mr. Yarbrough moved approval <br />of the request f~~ change of zoning. Mr. Flores ~econded the <br />motion. Dr. Craddock op~ned a discussion on the possibility <br />of traffic congestion if an amphitheatre were used for services <br />at that location. The question was thoroughly discussed. On <br />roll call, the following vote was recorded: <br /> <br />AYE: Contreras, Craddock, Smith, King, Yarbrough, Zavesky <br />NAY: Flores <br /> <br />The Mayor declared the motion carried. <br /> <br />Mr. Pool raised the question of whether the University is re- <br />quired to ab;lde by the Ordinances and Building Codes of the <br />City. The Mayor asked the City Manager to check into it. <br /> <br />The Council considered a request for a trailer permit, as <br />provided by the Zoning Ordinance and approved by the Planning & <br />Zo~ing Commission. Mr. King moved that Eulalio Rodriguez be <br />granted a trailer permit. Mr. Flores seconded the motion, which <br />passed unanimously. <br /> <br />~ <br /> <br />The Council considered a petition for annexation ofa tract <br />on the.River Road owned by Leopoldo Garza. The plat was examined <br />and discussed. Mr. Flores moved acceptance of the petinion for <br />annexation. Mr. King seconded the motion, which passed unani- <br />mously. <br /> <br />The Mayor introduced an ordinance annexing the Garza property, <br />on first reading. Mr. King moved adoption of the ordinance on <br />first reading. Mr. Zavesky seconded the motion, which passed <br />unanimously. <br />
