<br />The Mayor declared the motion carried.
<br />
<br />The Mayor introduced an ordinance amending the zoning map
<br />to show a change in two areas of Section "D-, Hughson Heights
<br />Subdivision, Addition No.1. Councilman King moved adoption
<br />of the ordinance on second reading. Councilman Flores second-
<br />ed the motion.
<br />
<br />Marcus Jackson, spokesman for a group in Hughson Heights I
<br />which had~rotested the change at the public hearing, June 2,
<br />was recognized by the Mayor. Mr. Jackson questioned the
<br />legality of the second reading of the ordinance until the
<br />C~tyAttorney ,had given a ~u1ing. The Mayor stated the City
<br />Attorney had given a ruling late that afternoon, the substance
<br />being ~hat the first reading was legal, since it had been found
<br />that the property-owners protesting the change did not constitute
<br />20% of the area within 200 feet of the proposed change in zoning.

<br />Gordon Harmon spoke in support of Mr. Jackson's protest on the
<br />secolJ,d readi ng of theordinanc.e., The matter was discussed further.
