Emery moved adoption of an ordinance adopting the <br />1971 edition of the Southern Standard Minimum Housing <br />Code, on the second of three readings. Mr. Flores <br />seconded the motion, which passed unanimously. <br /> <br />The Mayor introduced by caption an ordinance amending the <br />zoning map to show a change of zoning on lots 7 thru 24, <br />Section "D", Hughson Heights Subdivision, Addition No.1, <br />from "R-l" to "D"; and lots 6 and 25, from "R-l"to "R~2". <br />Mr. Etheredge moved adoption of the ordinance on thi~d and <br />final reading. Mr.' Flores seconded the motion. <br /> <br />Mr. Marcus Jackson protested final reading of the or-dinance, <br />claiming that ~he Council's promise to have the City Attorney <br />consult legal counsel for Texas Municipal League had not been <br />fulfilled, as he had understood it. Mr. Gordon Harmon also <br />spoke to the questioniinagreementwith Mr'. Jackson. Others <br />who spoke were Mrs. W.D. Maddox and Mr. Juan Ramon Palomo. <br />The, Mayor explained the City's I=losi tion,and the matter was <br />discussed with the Councilmen and the visitors. The question <br />being called for, the following vote was recorded: <br /> <br />AYE,: <br />NAY: <br />ABSTA IN: <br /> <br />DeLa Rosa, Etheredge, Flores,King <br />Emery <br />Yarbrough <br /> <br />The Mayor declared the Ordinance Passed, Approved and Adopted. <br />A copy is attached and made a part of the Minutes. <br /> <br />The Mayor read a letter from developer -builder W'. S. Rader, ask- <br />ing, the City to reject all bids on extension of utility lines <br />to Crestwood Subdivision. Mr, Rader said he had decided not to <br />go forward with his' plans of development. The letter is attached. <br />Mr. King moved that the City reject all bids for extension of <br />utility lines to and within Crestwood Subdivision. Mr. Flores <br />seconded the motion, which passed unanimously. <br /> <br />County Commissioner B.R. Wranitsky came before the Council <br />to clarify requests from the Commissioners Court which had been <br />tabled by' the Council at the J une14 meeting. He said the request <br />by the County that the City bear half the cost of installing air- <br />conditioning in the Surplus Commodities office should not have <br />been sent to the Council, since there were funds already available <br />in the treasury, and the City was already carrying half the expense <br />of the program. He withdrew the request. Mr. Wranitsky reviewed <br />the history of the Surplus Commodities program in Hays County, and <br />the manner in which the County had taken over responsibility for <br />its operation. He brought a copy of the agreement the County signed <br />on assuming operation of the program. <br />Referring to the second request received from the County at the <br />June 14 meeting, which dealt with procurement of land,on which <br />to erect a building from which to operate the Surplus Commodities <br />program, the Commissioner said there was a possibility Urban Renewal <br />land might be available. The plan under consideration, Mr. Wranit- <br />sky stated, was to erect an all-metal building at a cost of $7.000, <br />with the City bearing half the cost. <br />The ~rgent need for transportation for the tommoditie.-was also <br />discussed with the Council. Mr. Wranitsky said Acting City Manager <br />Warren Leddick had obtained cost estimates on contracting with a <br />truyking firm to do the hauling, but figures were not available. <br />
