growth, expansion and needs of the City. The studies to'be made by Engineers shall include, among other thingsl (a) A study and review of the existing sanitary sewer ~,. :} C49 system, including such field measurement by Engineers I of selected typical areas within the existing sewer system as is necessary to determine, within the limits set forth above, the approximate characteristics and ranges of sewage flow to the plant. (b) A study of the present sewage treatment plant to determine the capacity of the plant and the improvements necessary thereto in order to treat the volume and strength of sewage which presently exists and will result from an expanded system. (c) The incorporation of all findings, recommendations, programming of improvements recommended, construction cost estimates, and other material, in connection with this project, in a complete, bound report (herein sometimes referred to as the Preliminary Report) illustrated with I charts, maps, sketches, drawings, and other explanatory material, in order that the recommendations may be readily understood, and personally delivering the report in sufficient copies to the City within the time for completion of the Preliminary Phase, which time is here- inafter fixed in this contract. I (d) Consultation with City officials, the State Depart- ment of Health, the U. S. Public Health Service and any other State or Federal agency or agencies having a regulatory or financial interest in the project to the end that the recommendations contained in the report shall be in accord and compliance with their requirements. (e) The PRELIMINARY PHASE of this project shall not be commenced by Engineers until and unless City gives Engi- neers written notice to proceed with such work; and, after such notice has been given by City, the PRELIMINARY PHASE shall be completed by Engineers within sixty (60) days after City has given such notice to Engineers.
