Letters received from Senators Johnson and Yarborough and Congressman
Thornberry in reply to the City Manager's request for information on the
status and probable future use to be made of Camp Gary indicated that there
was nothing definite to report although they are still working diligently
in behalf of the City.

~
::0
~
~
n

~()

The Council noted that the State Highway Engineer, Mr. D. C. Greer
has issued Administrative Circular No. 133-59 concerning land development
adjacent to intersections on controlled access highways. City Manager
Fuller suggested that San Marcos is going to be vitally affected by limi_
tation of access to the interregional highway. After brief discussion Mayor
Allen appointed a committe to work with the Highway Department on the matter.
The committe consists of Alderman Tuttle, City Manager Fuller, and C. V.
Carson, representing the Chamber of Commerce.

I

A bus franchise renewal ordinance was introduced granting Mr. Horace
Cochran an extension for a period of five years with a termination date of
August 30, 1964. The ordinance was entitled "AN ORDINANCE GRANTIl'X3 A FRAN-
CHISE TO OPERATE A MOTOR BUS BUSINESS: FIXING COMPENSATION FOR THE RIGHTS
HERE GRANTEDl AND FIXIl'X3 TERMS AND PROVISIONS UNDER WHICH THE RIGHTS HERE
GRANTED MAY BE EXERCISED." The ordinance contains provisions for revocation
upon notice. Alderman Tuttle moved that the ordinance be adopted. Alderman
Hillburn seconded the motion. Upon roll call the ayes and nayes were as
follows.

Ayes: Beecroft
Davis
Hi Uburn
Tuttle

Nayes: None

Whereupon the Mayor declared the ordinance passed, approved, and adopted.

City Manager Fuller presented a report on a meeting between officials
of the 4th Army and the City Manager regarding a utility contract for Camp
Gary during the interim period when it is in a caretaker status. Alderman
Hillburn moved that the City enter into a contract at the prevailing rates
for rural consumers with a $25.00 per month minumum. Alderman Beecroft
seconded the motion. The motion was passed by a unanimous vote of the
Counci 1.

I

City Manager Fuller reported to the Council that the City still had
not been able to obtain an easement to connect the Memorial Hospital sewer
line to the sewer main at the rear of the Texanna Motel. Alderman Tuttle
moved that City Manager Fuller be directed to consult with the City Attorney
and take the necessary action to provide sewer service for the hospital
and also request the County to furnish the Right-of-way. Alderman Hillburn
seconded the motion which was passed unanimously.

The 75th Anniversary of the San Marcos Volunteer Fire Department will
be celebrated during Fire Prevention Week in October. The Council authorized
City Manager Fuller to spend up to $500.00 on paint and repairs to the Central
Fire Station and the City Hall.

Mayor Allen reported that, subject to provisions in the creating ordinance,
he had reappointed L. F. Martin and Joe Rodriquez as members of the San Marcos
Housing Authority to serve for two years or until August 7, 1961.

City Manager Fuller's verbal report on Beretta Greenslade & Association
.planning of the Hopkins Street Bridge was deferred until the next meeting.

City Manager Fuller presented a letter from the State Health Department
advising that the appointment of Dr. Wm. L. Moore as City Health Officer
terminates on September lOth. Alderman Beecroft moved that Dr. Moore be
reappointed. The motion was seconded by Alderman Hillburn and passed
unanimously.

I

Alderman Davis reported briefly on a suggested fire-fighting aggrement
with Hays County. After brief discussion it was decided that Alderman Davis
shOUld explore the matter further and report again.
