<br />7 7""i <br /> <br />regular meeting November 13, 1962 <br /> <br />page three <br /> <br />The City Manager reported the following items of information to the Council. <br /> <br />1. In accordance with the directive from the City,Council, the Chief of <br />police interviewed and offered employment to a qualified person to fill <br />the position of sergeant in the Police neparbaent. It is anticipated he <br />will report for work Dec. 1, 1962. <br /> <br />I <br /> <br />2. The City Manager has been advised that the Police car will be delivered <br />between Dec. 8 and Dec.15. <br /> <br />3. Reference the request from Mr. Glen Norris that penalty and interest <br />be waived on a piece of City property. both the Attorney General and the <br />City Attorney, as well as the Delinquent Tax Attorney, have ruled that <br />penalty and interest on property cannot be legally forgiven. Mr. Norris <br />has been so advised by the City Manager. <br /> <br />4. The installation of street lights in the McNaughton Addition and <br />College Courts Addition has begun. These lights, including thelights <br />approved for the Victory Garden and South End Additions will add approxi- <br />mately 100 new street lights to the system during the past year and a half. <br /> <br />5. Tom Wood of the Texas State Highway Department was in the City Manager's <br />offiCe Nov. 13 to discuss the requested traffic light at Guadalupe and <br />Comal Streets. The City Manager showed him the traffic study and vehicle <br />count made at that corner in 1958, and discussed the problem with him. He <br />will USe state Patrolmen to make a traffic count in the near future, at a <br />time when Peak trdfic may be expected. <br /> <br />I <br /> <br />6. A Petition has been received from a number of ladies in San Marcos, <br />asking that a Clean-up Campaign be initiated in the City before Christmas. <br />This will coincide with an ordinanCe on the care of vacant lots which is <br />under preparation. <br /> <br />The Mayor declared the Council to be in eXecutive Session for discussion of <br />other matters. <br /> <br />EXECI1f IVE SESSION <br /> <br />The need for completing the membership of the City Planning Commission <br />Wall introduced by the Mayor. <br />Alde~n SWift proposed the names of Dr. William H. Crook, President of <br />San Marcos Academy, and Charles Barsotti, Director of Brown School, as <br />melllbers of the Planning COIlIlIission of the City of San Marces. Alderman <br />Swift said both men had been approached and had expressed a willingness <br />to serve, if appointed. There was a general agreement on the choice, each <br />Councilman being asked Separately if he approved. The Planning Commission <br />is now composed of the following persons a <br /> <br />Mr. Charles Barsotti, Mr. CSrl Christman, Dr. David Conrad, Dr. William B. <br />Crook, Mr. Luciano Flores, jr., Mrs. K~therine S. Hardeman and 1Ir. J.B. Roberts. <br /> <br />I <br /> <br />The City Manager brought up the matter of wti~hgg ordinanceS. He asked <br />whether the Council wished him to continue writing ordinances and referring <br />them to the City Attorney ,for approval as to form, or if the Council whshed y <br />the City Attorney to write the ordinances. He stated he did not wish to <br />continue writing ordinances without proper legal references. <br />Alderman Swift moved that the City Manager be allOWed the SUID of $100 for the ,.' <br />City'S USe of his Personal, professional books, manuals and reference materials. <br />Alderman Ruiz seconded the motion, which paSSed unanimously. <br /> <br />C.M.
