<br />r&O <br />I <br /> <br />adjourned regular meeting, april 23, 1963 <br /> <br />page two <br /> <br />The Mayor read a letter to the City Manager from Mr. Arthur Harper, jr. <br />asking for assurance that he would be able to get sewer service at his <br />new home. It was brought cut that the City had entered into a contract <br />with Mr. Paul J. Rogers to furnish sewer service to property owners <br />in the sub-division, so no problem is involved in the matter. <br /> <br />The City Manager reported that the State Highway Department will make <br />the requ~sted traffic survey at the intersection of State Highway 123 <br />with on~completion of the access roads, when traffic resumes a normal <br />flow. A letter from District Engineer Ed Bluestein stated the survey <br />would be conducted "in the near future and at such time as we think <br />proper" . <br /> <br />I <br /> <br />Alderman Swift commented on the Progress Report which the City Manager <br />had furnushed the Council on the "26 Items" voted priority at the <br />previous meeting. He requested that the City Manager be more inform- <br />ative in future reports. To get action on Item 1, which deals with <br />downtown lighting, Alderman Swift moved that the Mayor be authorized <br />to contact LCBA as the City's representative to work out a plan for <br />improving downtown lighting. Alderman Stokes seconded the motion, <br />which passed unanimously. <br /> <br />Alderman Swift asked the City Manager what was delaying the complet- <br />ion of the College Courts sewer line. Mr. Fuller said the CitY,still <br />lacked one easement. College Courts sewer could be connected to the <br />main trunk line in about 30 days after the easement is effective, the <br />City Manager stated. <br /> <br />Alderman Swift read a lengthy comment on Item 3, "Personnel Policy". <br />He recalled that the Personnel Policy had been requested last Fall <br />and said the need for a definite understanding with employees, espec- <br />ially as to vacations, had been "dramatized" the past week. Alderman <br />Swift said the City Manager had introduced a new policy on vacations <br />without consulting the Council, and that morale in every department <br />had been affected by the change. Alderman Swift moved that all City I <br />employees, upon completion of one year's satisfactory service, be <br />entitled to two weeks vacation, the Department Heads presenting a <br />vacation schedule for approval of the City Manager. Alderman Ruiz <br />seconded the motion, which passed unanimously. <br /> <br />The Council moved to go into executive session. As Mr. Charles Zunker <br />was leaving the meeting, he enquired when the street to the hospital <br />would be built. A discussion ensued on the cost of buying right-of-way <br />to widen Thorp Lane for an all-weather road to the hospital. <br /> <br />EXECur IVE SESSION <br /> <br />The Mayor declared the Council to be in executive session for the <br />discussion of the appointment of a Court Recorder, a Board of Equali- <br />zation and a Tax Attorney. <br /> <br />No action was taken on the Ordinance appointing a Ccurt Recorder, <br />Judge E.O. Wiley having consented to continue serving up to six months, <br />if needed. <br /> <br />Alderman Pool moved the adoption of an Ordinance appointing Cole Herron, <br />Chairman, Herbert Cunningham and W.R. Boucher as a Board of Equalizayion. <br />Caption of the Ordinance, which was read in fUll, is as follows: <br /> <br />AN ORDINANCE PROVIDING FOR THlEAPPOINTMENT OF A <br />BOARD OF EQUALlZAT rON FOR THE CITY OF . SAN MARCOS, <br />TEXAS; SETTING FORm THE DUTIES AND RESPONSIBILITIES <br />OF SUCH BOARD; DESIGNATING THE TIME OF MEErING;AND <br />SErTING THE CQMPE-ISATION FOR SERVICES OF MEMBERS OF <br />SAID BOARD <br /> <br />I <br /> <br />Alderman stokes seconded the motion for adoption and on roll call <br />the following vote was recorded: <br /> <br />~s:< <br />
