"P-2" Public or private educational institutions <br />(not elsewhere classified) including elementary, <br />junior high and senior high schools, colleges, <br />universities, athletic fields and stadiums associated <br />therewith, and incidental operations including train- <br />ing areas, etc. <br /> <br />SECTION 12 COMMERCIAL DISTRICT "C" <br /> <br />In a "c" Commercial District no land shall be used and <br />no building shall be erected or converted to any other <br />use than the following: <br /> <br />1. Any use permitted in any of the foregoing districts. <br /> <br />2. Any other retail use provided such use is not <br />noxious or offensive by reason of the emission <br />of odors. dust. noise, gas, fumes, vibrations, <br />soot, including any wholesale distributing or <br />other usage not listed under "I" (Section 13) <br /> <br />SECTION 13 " I" IN DU STRIAL DISTRICT <br /> <br />In an "I" District no land shall be used and no building <br />shall be erected which shall be converted to any other use <br />than; <br /> <br />I <br /> <br />1. Any use permitted in the foregoing districts. <br />2. Industrial districts shall incl ude the buH ding <br />of structures used, erected, or converted for <br />the purpose of assembl1ng, fabricating. manu- <br />facturing, packaging or processing articles for <br />wholesale distribution or distributors. <br />3. A special permit shall be required and approved <br />by the Planning and Zoning Commission and the <br />Governing Body of the City of San Marcos for any <br />industrial usage classified as being" high hazard" <br />occupancy which is intended to involve usage <br />of high combustible, flamable, or explosive materials. <br />4. A special permit shall be required for the erection <br />of lIny industrial plant and approved by the Govern- <br />ing Body and the Planning and Zoning Commission <br />of the City of San Marcos for any industrial use <br />which shall be noxious or offensive by reason of <br />emission of odors, soot, dust, noise, gas fumes <br />or. vibrations. <br /> <br />SECTION 14 LAND COVERAGE <br /> <br />I <br /> <br />In all "R", .. D", and" Mol districts the relationship of the <br />land covered to the lot area shall be in accordance with <br />the building code, minimum housing standards ordinance, <br />and subdivision regulations, whichever shall impose the <br />highest restrictive use. However the land coverage In an <br />"R" District shall not exceed 40% of the available land <br />area; in" Dol District it shall not exceed 50% of the avail- <br />able land area; in an "M" District, it may include all of the <br />available land area (off-street parking to be included in <br />the building coverage); "P-2" District, classrooms, <br />
