<br />10 <br /> <br />regular meeting August 12, 1963 page two <br /> <br />Mr. Kenneth Finch, of Ernst & Ernst, presented to the Council a <br />Statement of Recorded Cash Receipts and Disbursements for the year <br />ending Mar. 31, 1963. He recommended a fixed assets appraisal of <br />the City's property for proper municipal accounting. Mr. Finch <br />answered Councilmen's questions concerning the City's new accounting <br />system. The Mayor and Alderman Stokes commended the firm of Ernst & <br />Ernst for the improved system set up for the City, and thanked Mr. Finch <br />for a clear explanation of its benefits. <br /> <br />Mr. Florencio Miranda appeared before the Council with a petition I <br />from Miranda studio and Jack Storey Studio. He stated that <br />traveling photographers were cutting into the profits of local <br />photographers, and requested that the City pass an ordinance <br />prohibiting photograppers from outside San Marcos from practicing <br />their trade locally. Councilmen discussed the matter with Mr. Miranda, <br />and explained that under a present ordinance, photographers from <br />outside San Marcos must put up a bond before taking pictures here. <br />The City Manager was directed to investigate the situation and consult <br />the City Attorney on the matter. <br /> <br />By common consent, a ten-minute recess was declared at 9:20 p.m. <br /> <br />On reconvening, the Mayor introduced the City Manager Items. Item 5 <br />concerned an offer to the City of San Marcos made some time ago by <br />the HEB Foundation to assist in financing a municipally operated <br />swllnffiing pool. Alderman Stokes moved that the City express its <br />appreciation to Mr. and Mrs. H.E. Butt and Dr. William H. Crook, who <br />tendered the offer through the Planning & Zoning Commission, and that <br />the City Council go on record as tentatively accepting the offer. He <br />further moved that the matter be referred again to the Planning & Zoning <br />Commission for recommendation on a suitable location and a reasonable <br />method of payment on the City's part. Dr. Crook agreed that October 14 <br />would be an acceptable date for a definite answer from the City Council. <br />Dr. Crook requested that no publicity be given the offer. AldermanRuiz <br />seconded the motion, which passed unanimously. <br /> <br />Item 8 of the City Manager Items disclosed that seven families <br />living outside the City Limits, who do not have water connections, <br />have been receiving garbage pick-up servdlce without payment to the <br />City. The City Manager recommended that the families be back-billed <br />to April at the usual outside-the-City Limits rates, and be granted <br />continued service. Alderman Swift so moved. Alderman Stokes seconded <br />the motion, and, on roll call the following vote was recorded: <br /> <br />I <br /> <br />AYE: Moore, Pool, Ruiz, stokes, Swift <br />NAY: None <br /> <br />Whereupon, the Mayor declared the motion carried. <br /> <br />Alderman Swift moved that the City Manager be authorized to purchase <br />a Truckster for use by the Police Department. Alderman Pool seconded <br />the motion, and, on roll call the following vote was recorded: <br /> <br />AYE: Moore, Pool, Ruiz, Stokes, Swift <br />NAY: None <br /> <br />Whereupon, the Mayor declared the motion carried. <br /> <br />The City Manager recommended that the Council ratify the Tax I <br />Assessor-Collector's and the Board of Equalization!s action in <br />assessing taxes on property that had not been rendered for taxation, <br />1956-1962. By common consent, the Council agreed that Mrs. Addie <br />M.
