<br />regular meeting, march 9, 1964, page three <br /> <br />/: <br /> <br />Cr <br /> <br />The City Manager requested the City's contract with Mr.. E.E. McAdams <br />for recodification of ordinances be extended sixty days. The Mayor <br />read a letter which he had received from Mr. McAdams, stating he had <br />completed half of the project, and requesting that he be paid $900 <br />of the agreed contract. Alderman Pool moved that the codification <br />contract be extended sixty days, and that Mr. McAqams be paid the <br />$900 requested. Alderma~ stokes seconded the motion, and on roll call, <br />the following vote was recorded: <br /> <br />I <br /> <br />AYE: Moore, Pool, Ruiz, Stokes <br />NAY: None <br /> <br />Whereupon, the Mayor declared the motion carried. <br /> <br />The Mayor introduced for consideration of the Council changing the fiscal <br />year to begin on July 1 instead of April 1. This change would permit <br />the Council taking office to initiate the budget, obtain a firm property <br />valuation, set the tax rate, and operate mor efficiently. The Mayor <br />urged. that this change be made, out of consideration for the incoming <br />Council. Alderman Moore moved that the fiscal year begin on July 1 and <br />end on June 30, the change to become effective through an ordinance drawn <br />up by the City Attorney. Alderman Stokes seconded the motion. The matter <br />was discussed at length. Upon Alderman Ruiz' request for a recommendation <br />from the City Manager, Mr. Fuller said he approved the change. The question <br />being called for, the following vote was recorded: <br /> <br />AYE: Moore, Pool, Ruiz, Stokes <br />NAY: None <br /> <br />The Mayor declared the motion carried. <br /> <br />I <br /> <br />The Council considered a Memorandum from the Recreation Cpuncil, Dr. Jean <br />Smi th, Chairman. A copy is attached to these Minutes. Alderman Stokes <br />questioned whether it would be proper for the present Council to approve <br />the Recreation Council recommendation, since it involved a 1964-1965 <br />budget item. He stated that in his opinion all items requiring capital <br />expense shouilld be considered at the time the new budget is presented. <br />the Memorandum was discussed, item by item, with considerable time being <br />devoted to the schedule of charges for use of the playing fields for ball <br />games. Alderman Pool moved that the fee for night baseball games be cut <br />from $20 to $17, and night practice, from $17 to $15. Alderman Ruiz second- <br />ed the motion and on roll call, the following vote was recorded: <br /> <br />AYE: Moore, Pool,Ruiz <br />NAY: Stokes <br /> <br />The Mayor declared the motion carried. <br /> <br />Alderman Stokes moved that the $8025.00 budget be approved, for item listing <br />needed repair of equipment and facilities, and that the Recreation Council be <br />requested to furnish the Council an itemized breakdown on items requiring <br />capital expense, for further consideration. Alderman Pool seconded the motion, <br />which passed unanimously. <br /> <br />I <br /> <br />The City Manager furnished Councilmen copies of the boundaries of the GNRP. <br />The Planning and Zoning Commission had requested that the Council reaffirm <br />the boundaries of the plan to be implemented. Alderman Stokes moved that <br />the Council go on record as confirming the GNRP area defined on Sept. 23,1963. <br />Alderman Ruiz seconded the motion and on roll call, the following vote was <br />recorded: <br /> <br />AYE: Moore, Pool, Ruiz, stokes <br />NAY: None <br /> <br />The Mayor declared the motion carried. <br /> <br />~ <br />I:::: <br />;;... <br />I~ <br />,-"\t <br /> <br />~Tf, <br />
