<br />14 <br /> <br />regular meeting, april 13, 1964, page two <br /> <br />The Mayor introduced the matter of setting rules of procedure in <br />conducting City Council meetings, saying that the past Council had <br />agreed to employ common rules of courtesy, with reference to Robert's <br />Rules of Order when necessary. Alderman Ruiz moved that meetings <br />be conducted rules of common courtesy; and that Hobertts Rules of Order <br />be the authority when a situation demanded direction on parlimentary <br />procedure. Alderman Whittenberg seconded the motion, which passed <br />unanimously. <br /> <br />The Mayor presented an Ordinance Appointing Certain City Officials. <br />He stated that Albert M. Walker had agreed to continue as City Attorney. 1 <br />The Ordinance, which was read in full and discussed, is attached as a <br />part of the Minutes. Alderman Pool moved the adoption of the Ordinance, <br />with the insertion of the name of Albert M. Walke~"as City Attorney. <br />Alderman Serur seconded the motion, and on roll call, the fOllowing <br />vmte was recorded, <br /> <br />AYE: Pool, Ruiz, Serur, Tuttle, Whittemberg <br />NAY, None <br /> <br />The Mayor declared the Ordinance Passed, Approved and Adopted. <br /> <br />The Mayor introduced #3 of "City Manager Items", and recommended that <br />it be approved. The City Manager recommended that the following personnel <br />be authorized to sign vouchers, payroll checks, and Firemen Pension checks: <br /> <br />Vouchers <br /> <br />Mayor or one Councilman, and <br />City Manager or City Treasurer <br /> <br />Payroll Checks <br /> <br />City Manager Or City Treasurer, and <br />Mayor or City Secretary <br /> <br />Chairman and/or Treasurer and/or <br />Member (any two) <br /> <br />Alderman Pool moved that the City Manager's recommendation, as stated, I <br />be approved. Alderman Ruiz seconded the motion, which passed unanimously. <br /> <br />Firemen Pension <br /> <br />The Mayor introduced an Ordinance setting the fiscal year from July I to <br />June 30. The Ordinance, attached herewith as a part of the Minutes, was <br />read and discussed. Alderman Tuttle moved the adoption of the Ordinance. <br />Alderman Serur seconded the motion of adoption, and on roll call, the <br />following vote was recorded: <br /> <br />AYE: Pool, Ruiz, Serur, Tuttle, Whittenberg <br />NAY: None <br /> <br />The Mayor declared the Ordinance Passed, Approved and Adopted, and the <br />fiscal year set from July I to June 30. <br /> <br />City Manager Item # 4 was a request to the Council to direct the Tax <br />Assessor-Collector in the matter of assessing taxes on partially- <br />completed buildings in San MarCOS. Item # 4 included an opinion <br />from the Attorney General. Alderman Whittenberg said that inasmuch <br />as the people of San Marcos are anxious to encourage more building, <br />he felt that the City should not be in a hurry to tax partially- <br />completed buildings. Alderman Pool referred to the Attorney General's <br />ruling, wh&ch stated that partially-completed buildings could be assessed <br />January I of that year. The Mayor stated that if the Council did not <br />take action, assessment would proceed as in the past; he asked for a I <br />motion to direct the Tax Assessor- Collector. Alderman Ruiz moved that <br />the Tax Assessor be directed to 'stay with the old method'. Alderman <br />Whittenberg seconded "the motion, which passed unanimously. <br /> <br />The Mayor introduced an Ordinance Appointing a Board of Equaliza~ion. <br />Mr. Taylor said he felt W.R. Boucher should be asked to serve again, <br />because of his experience. He also mentioned John Polanco and J.R. <br />Buckner as persons qualified to serve. Several names were suggested <br />as alternates. Alderman Ruiz moved the adoption of an Ordinance naming <br /> <br />so~ <br />
