Boucher to the Board of Equalization, <br />with Searcy Smith and Steve Gregg as alternates; and Thursday, April 16, <br />at 1:00 p.m. be stated as the time of the first meeting. Alderman Serur <br />seconded the motion, and on roll call, the following vote was recorded: <br /> <br />AYE: Pool, Ruiz, Serur, Tuttle, Whittenberg <br />NAY: None <br /> <br />The Mayor declared the Ordinance Passed, Approved and Adopted. <br /> <br />A letter to the Council froml~r. E. Huiz, President of Sociedad Cuauhtemoc <br />was read aloud by the Mayor. It was explained to the Council that, from <br />time to time, the Society requests a permit from the Police Department <br />to hold a dance at their recreation park. Mr.' Huiz asked the approval <br />of the Council in continuing this procedure. City Manager Item # 5 <br />made certain recommendations for improving the patrol of itlle';park during <br />dances. Alderman Serur moved that the Council grant approval to handling <br />permits and police patrol uS in the past. Alderman Whittenberg seconded <br />the motion, and on roll call, the following vote was recorded: <br /> <br />AYE: <br />NAY: <br />ABSTAIN ING : <br /> <br />Pool, Serur, Tuttle, Whittenberg <br />None <br />Ruiz <br /> <br />The Mayor declared the motion carried. <br /> <br />Alderman Serur introduced a Resolution "instructing the Chief of Police <br />to give added attention to traffic violations in the City of San Marcos, <br />and moved its approval. Alderman Tuttle seconded the motion. A thorough <br />discussion of traffic problems and possible solutions ensued. Violations <br />such as drivers making U-turns on the Square were mentioned. Alderman Pool <br />mentioned the long-range problem of traffic control, and the City and the <br />College grow, and the need for an over-all study. The question being called <br />for, the following vote was recorded: <br /> <br />AYE: <br />NAY: <br /> <br />Pool, Ruiz, Serur, Tuttle, Whittenberg <br />None <br /> <br />The Mayor declared the Resolution Passed and Approved. <br /> <br />Alderman Whittenberg enquired whether all City employees were under direct <br />supervision of the City Manager. The Mayor answered that all but the Chief <br />of Police were under supervision of the City Manager; explained that the <br />former Council had made that change. Alderman Ruiz explained why the <br />Council had taken action. Alderman ,~ittenberg moved that all City employ- <br />ees, other than those exempt by statute, be responsible to the City Manager. <br />Alderman Tuttle seconded the motion. The matter was discussed at ",ength. <br />The question being called for, the following vote was recorded: <br /> <br />AYE: Serur, Tuttle, Vlliittenberg <br />NAY; Pool, Ruiz <br /> <br />The Mayor declared the motion carried. <br /> <br />Alderman Ruiz introduced the paving schedule. He reminded the f.~yor that <br />the Council had approved paving Victory Gardens # 2, and that only Stilwell <br />Street remained to be paved. People who patronize Cuauhtemoo Park have <br />complained about the excessive dust, Mr. Ruiz said. He also mentioned <br />that Lucio Street had been scheduled for paving when I 35 was finished. <br />Alderman Ruiz moved that Stillwell and Lucio Streets be paved in April. <br />Alderman Serur seconded the motion. Other streets that need paving were <br />discussed. Mr. SerUr stated that Wallace Addition doesntt have but one <br />paved street. Mr. Ruiz explained that the City had postponed paving until <br />the sewer line was laid.
