<br />30 <br /> <br />regular meeting, may II, 1964, page two <br /> <br />AYE: Pool, Ruiz, s'rur, Tuttle, Whittenberg <br />NAY: None <br /> <br />The Mayor declared the motion carried. <br /> <br />A letter from ~he First American Lutheran Church requesting that the City <br />deed or lease them a strip of land along the southeast Access Road to <br />I 35 was read and discussed. By Gommon consent, the Council agreed <br />to defer a decision until the City Manager could provide mOre information <br />on the land in question. <br /> <br />I <br /> <br />The City Manager informed the COuncil that the Third Biennial Institute <br />for Mayors and Councilmen will be held at Villa Capri in Austin, June 2l-23. <br /> <br />Petitions for annexation of the following two properties were received <br />by action of the Councilt <br /> <br />a. ~der, Meredith & Yager, a parcel of land out of the Tex Hughson <br />property, adjacent to the Valley View Addition <br /> <br />b. Lot 7, Block 5, Oak Heights Addition (Mr. and Mrs. Donald Tuff) <br /> <br />Alderman Pool moved the Council accept the petition presented by Rader, <br />Meredith & Yager. Alderman Whittenberg seconded the motion, which passed <br />unanimously. Alderman SerUr moved the Council accept the petition presented <br />by Mr. and MrS. Donald Tuff. Alderman Tuttle seconded the motion, which <br />passed unanimously. <br /> <br />The City Manager reported to the Council that the preliminary plans for <br />the extension of RM 12 from the Square to I 35 Access Road had been <br />received from the Highway Department. Mr. Fuller indicated on the plans <br />the right-of-way that the City is required to furnish. Alderman Ruiz <br />moved that the City Manager be authorized to proceed with the necessary <br />wotk to complete the City's part for the extension of RM 12. Alderman <br />Pool seconded the, motion. The Mayor explained to the new Councilmen the I <br />background of the project. On, the question being called for, the follow- <br />ing vote was recorded: <br /> <br />AYE: Pool, Ruiz, Serur, Tuttle, Whittenberg <br />NAY: None <br /> <br />The Mayor declared the motion carried. <br /> <br />The Agenda was interrupted at this point to allow Dr. Jean Smith, <br />chairman of the Recreation Council, to appear before the City Council. <br />Dr. Smith distributed copies of a breakdown of the original budget <br />presented, and a report on an April 15 meeting held with aivic groups <br />interested in the Recreation Program. Dr. Smith gave a vergallreport <br />of the April l5 meeting, saying that interested citizens wish the <br />assurance that the present park property will be retained permanently <br />for recreation by dedication of the land for that purpose; the acquisit- <br />ion of additional neighborhood pax-k areas; and the appointment of a <br />Parks and Recreation Board for a year-round recreational program for <br />San Marcos. Upon questioning by the Mayor, the City Manager stated that <br />Memorial Park is "public land"; that Sam Houston Park and the Gilcrease <br />Land recently acquired, are dedicated for recreation purposes only. He <br />also called attention to the ,fact that 14 acres adjacent to Oak Heights <br />Addition had been received by the City recently for park purpOSes only; <br />, and that there is some property in Victory Gardens dedicated for a park. I <br />Miss Dorothy Lancaster, member of the Recreation Council, was recogniz- <br />ed by the Mayor from the floor. She stated she had pone her advanced <br />work as a Physical Education major in the field of neighbOrhood play- <br />grounds. She said children should not have to go a long dis~ance to <br />have a place to play, but that parks should be located in strategic <br />liit'eas. She recommended that an expert be brought to San Marcos to make <br />a survey of present facilities and future needs. The b~dget was discussed <br />at this point. Dr. Smith stated that park development would only be <br />one part of futUre planst that a Parks and Recreation Board should be <br />appointed and given authority to plan toward eventually having a full- <br />time recreation director.
