The City Manager said development of park facilities <br />would be the responsibility of the .Community Facilities. section <br />of the Planning and Zoning Commission. Dr. Smith said the Planning <br />and Zoning Commission need some expert advice in this area. Alderman <br />Pool commended Dr. Smith for a fine report. Alderman Tuttle moved <br />that the City Manag~r be di!ected to prepare the proper ordinance with <br />property description to dedicate the public land known as Memorial Park <br />as a park; for recreational purposes only. Alderman Serur seconded the <br />motion. On roll call, the following vote was recorded I <br /> <br />AYEI Pool, Ruiz, Serur, Tuttl~, Whittenberg <br />NAY I None <br /> <br />The Mayor declared the motion carried. <br /> <br />Dr. Smith requested that the Council enter a discussion on appointment <br />of a Parks and. Recreation Board,.and the authorization of aprofession- <br />al survey, on the recreational needs of San Marcos. On the Mayor's <br />suggestion that the present Recreation Council comprise the Board, <br />Dr. Smith refused., The City Manager pointed out that the present <br />Recreation Council o/as appointed by him; a Board as recommended by <br />the Recreation Council would be appointed by the City Council. Miss <br />Lancaster was again recognized from the floor. She suggested that <br />San Marcos follow the policy of some large cities such as Chicago, that <br />requiTe that aH subdivision plats provide adequate playground space <br />before being approved by the City. Alderman Pool expressed himself as <br />being in entire sympathy with the proposals, but suggested that it be <br />PJ.lt first on the agenda fOr the following week's llNIeting. The Council <br />agreed by common consent. <br /> <br />I <br /> <br />The Mayor recognized John McFarland from the floor. Mr. Taylor introduc- <br />ed Mr. McFarland as the full-time dir~ctor of the Little L~ague, sponsor- <br />~d by th~ San Mar~os Lions Club. Mr. McFarland called att~ntion to some <br />repairs and improv~ments need~d on the fields, small it~ms which he said <br />he hop~d wpuld be taken care of b~fore the first scheduled game, June 1. <br />~h~ City Manag~r said thos~ items w~re already schedul~d and budget~d <br />for attention. Enlargement of th~ program, to give ,opportunity for <br />participation by mor~ boys, VIaS discussed with Councilmen. <br /> <br />Returning to th~ Ag~nda, the City Manag~rls sugg~stion that l~asing <br />polic~ vehicl~s might prove more economical for the City wasdiscuss~d. <br />By common consent, the City Manager was authoriz~d to inv~stigat~ the <br />possibility of leasing v~hicles, and report back to the Council. <br /> <br />The Mayor introduc~d an Ordinance providing for the issuance of $60,000 <br />in warrants, to ,be repaid from tax income. The Mayor explain~d that this <br />custom of t~mpQrary ,financing had been followed for many years by City <br />administrations. Alderman Pool moved the adoption of the Ordirianc~, <br />caption of which is as followsl <br /> <br />AN ORDINANCE PROVIDING FOR BORROWING MOOE'i AND ISSUING <br />OF GENERAL FUND CURRENT EXPENSE WARRANfS TO 'THE AMOUNT OF <br />$60,000.00 FOR THE PURPOSE OF lAYING CURREN! OPERATING <br />EXPENSES DURING THE FISCAL YEAR 1964-1965, PROVIDING FOR <br />THE PAYMENT OF THE PRINGI~AL AND INI'EIlESl' OF SAID WARRANTS <br /> <br />I <br /> <br />Ald~rman Ruiz seconded the motion of adoption, and on roll call, th~ <br />following vote was recordedl <br /> <br />AYEa POOl, Ruiz, S~rur, Tuttl~, Whitt~nb~rg <br />NAYan None <br /> <br />The Mayor declared the Ordinance Passed, Approved and Adopted. <br /> <br />The matter of granting a request from the Lower Colorado River Authority <br />was brought before the Council. Alderman Pool moved that the City Manag~r <br />be authorized to negotiate with L.C.R.A. on the request to erect a 90-Ft. <br />pole for a radio antenna at Fire station No.2.
