<br />GD <br /> <br />regular meeting, june 8, 1964, page two <br /> <br />The Mayor presented to the Council a preliminary plat for the <br />proposed Rader, Meredith & Yager Subdivision. The City Manager <br />explained that the subdividers have thirty days in which to <br />present a final plat for approval of the Council. Alderman Whitten- <br />berg moved the acceptance of the preliminary subdivision plat present- <br />ed by Rader, Meredith & Yager. Alderman Pool seconded the motion, <br />which passed unanimously. <br /> <br />The Mayor introduced a Proclamation declaring June 22-27 as Clean-up <br />Week, as sponsored by the Chamber of Commerce. By common consent, <br />it was agreed by the Council that the Mayor should issue the Proclam- <br />ation. <br /> <br />The Mayor introduced the matter of City Planning, and the need for a <br />five year City Development Plan for San Marcos. Using a map of the <br />City colored with the proposed projects, Mr. Taylor gave the seven- <br />year background of planning for San Marcos, and projected into the <br />future the hopes of the Council for further development. A copy of <br />the Mayor's statement is attached herewith as a part of the Minutes. <br />The Mayor opened the meeting for questions or comments from the <br />visitors, Or from Councilmen. Herbert Holcombe complimented Mr. Taylor <br />on his comprehensive presentation. - <br /> <br />I <br /> <br />Reviewing the City Manager Items (# 2 ), the Council discussed a request <br />from the Rev. Bob Allen, Pastor of Calvary Baptist Church, that the City <br />grant permission fOr the use of the City's "Open Space Land" bordering <br />on I 35 and Lucio Street fOr an area tent revival in September. The <br />City Manager brought to the attention of the Council the problem of <br />sanitary facilities, and the danger of setting a precedent for use of <br />the land for purposes other than recreation. It ~as agreed by the <br />Council that certain stipulations should be made for use of the land, <br />and that it should be understood that the land would not again be <br />available for this use. Alderman Whittenberg moved that Mr. Allen be <br />granted the use of the City land fOr the revival, subject to the restrict- <br />ions set by the City Manager, as discussed, and with the understanding <br />that the land would not again be available for this purpose. Alderman <br />Tuttle seconded the motion, which passed u~animously. <br /> <br />I <br /> <br />Item # 3 of City Manager Items was a request for. a 2O-mile speed limit <br />on Uhland Road during services at Calvary Baptist Church on Sundays and <br />Wednesdays. The City Manager recommended that, if the request were <br />granted, that the pastor, Or someone appointed by him, be responsible <br />for setting out the signs and removing them after church services; that <br />the signs be properly lighted Or reflectorized; and that the City be <br />.held harmless as a result of any civil action resulting therefrom. The <br />City Manager stated the request was a reasonable one, prOVided a traffic <br />hazard was not created. After discussion of the matter, Alderman Pool <br />moved that the request be granted, in accordnace with the City Manager's <br />recommendations. Alderman Ruiz seconded the motion, which passed unani- <br />mously. <br /> <br />A Resolution authorizing the Mayor to sign a qUit-Claim deed to a portion <br />of Lot M, Block 4, B.W. Breeding Addition, was presented to the Council. <br />This was to COrrect an error in the deed from the Sheriff to the City. <br />Alderman Pool moved that the Mayor be authOrized to sign the quit-claim <br />deed to the referenced property. Alderman Tuttle seconded the motion <br />and on roll call, the following vote was recorded I <br /> <br />AYEI Pool, Ruiz, Tuttle, Whittenberg <br />NAY: None <br /> <br />I <br /> <br />The Mayor declared the motion carried, and the deed was executed. <br /> <br />Item # 4, City Manager Items, was a request from Lloyd Kyle fOr <br />permission to install ona or more billiard tables in a barber shop <br />which he operat.~ at 823 Comal Street. The matter of whether the <br />City has a Cl''l'ight to deny a permit., since operation of billiard tables <br />is permitted under state law, and San Marcos is a General Law City, <br /> <br />{HH~ <br />
