<br />regular ~eeting, july 13, 1964, page three <br /> <br />qrr <br /> <br />I <br /> <br />"Ordinance Regulating Parking on the West Side of Academy Street" <br />had been amended, and "As far as we are concerned, we thwnk the parking <br />is legal. As far as parking in front of the Administration Building is <br />concerned, if that is illegal, so is the parking in front of First Nat- <br />ional Bank. In our opinion, it is legal." Mr. Uzzell asked if the City <br />had an ordinance specifically permitting parking at an intersection. He <br />stated he understood that a City must pass an ordinance when a State law <br />is to be superceded; The City Manager stated that in his opinion, the <br />absence of an ordinance prohibiting parking in an area was sufficient to <br />cover the situation. AldermanRuiz said that parking tickets were issued, <br />but were thrown out by the Corporation Judge, Kenneth Sutton. Alderman <br />Ruizmoved that a red line be painted on the curb that week to designate <br />that parking was prohibited between the north right-of-way line of Lindsey <br />street and the south right-of-way line of James Street; and that the "re- <br />served" signs be removed from in front of the Administration Building. <br />Mr. Uzzell commentedl "Judge Sutton says he will not uphold YOUr ordinance <br />until the red line is painted". Alderman Serur seconded the motion, which <br />passed unanimously. Mr. Uzzell suggested that a cross-walk be marked on <br />the street as a safety zone fOr Academy students. He said the corner at <br />the intersection of James and Academy was rounded, and no one knew where <br />the corner actually is, and this constituted a hazard for children. <br /> <br />The. Mayor read aloud a letter from Robert C. Haney, Chairman of the Traf- <br />fic Commission. He asked for more time for the Commission to study the <br />proposed "courtesy parking" ticket project which the Cotmcil had refened <br />to the Commission. <br />the mausoleum <br />The tabled offer of J .C. Hartley to sell the City fias reopened for dis- <br />cussion. Councilmen said they had not investigated the matter. A tour <br />to inspect the mausoleum at the City Cemetery was arranged for Tuesday I <br />July 14, at 1100 p.m. <br /> <br />I <br /> <br />The Mayor introduced an ordinance annexing a. lot on LaRue Drive in Oak <br />Heights belonging to W.S. Rader. The ordinance, which was read in full, <br />is attached as a part of the Minutes. Alderman Pool moved the adoption <br />of the ordinance. Alderman Ruiz seconded the motion and on roll call, <br />the fOllowing vote was recorded I <br /> <br />AYE, Pool, Ruiz, Serur, Whittenberg <br />NAY I None <br /> <br />The Mayor declared the Ordinance Passed,Approved and Adopted. <br /> <br />John Stokes, recognized from the floor, said that when Oak Heights was <br />annexed, there were certain things to be provided by the City which had <br />not been done. He stated that $200,000 worth of homes had been built, <br />and that therewe:re "a lot of unhappy people up there. They're already <br />on the tax rolls; you're bringing in others, and you haven't fulfilled <br />your promises." Alderman Whittenberg said that there were. people who <br />had been in the City Limits for twelve years that still don't have sewer. <br />Mr. Stokes asked Mr. Whittenberg if he were aware of the conditions of the <br />subdivision. When the Councilman answered in the negative. Mr. Stokes said <br />he thought it would be to the advantage of the Council to familia:rize them- <br />selves with it. Mr. Stokes enumerated some of the things the City has <br />agreed to provide, including a 6-inch water line to replace the inadequate <br />2-inch line. The City Manager informed Mr. Stokes that the 6-inch line <br />lacked very little of completion, a fact of which Mr. Stokes was unaware. <br /> <br />I <br /> <br />Alderman Serur introduced a Resolution authorizing B.R. Fuller to make <br />application for the acquisition of air facilities at Camp Gary, and moved <br />its approval. The ReSOlution, attached as a part of the Minutes, was read <br />in full and discussed. Fuller <br />to immediately begin acquisition of Camp Gary facilities for use by the <br />City as a Municipal Airport.
