The City Manager replied in the affirmative. The Counci I discussed the need for requiring businesses using large quantities of water, such as service stations, to put up an adequate depos it, The Mayor stated there were instances where the City was out large bills that could not be collected; an adequate deposit would lower the loss to the City. Alderman Ruiz asked if the City were required to pay jnterest on deposits and the City Manager answered in the negative. I The Mayor informed the Council that the terms of three of-tl-e Commissioners of the Housing Authority of the City of San Marcos would expire on August 8. The Mayor asked the approval of the Counci I for the reappointment of three long-time Commissioners: Jack Harper, Herbert Eastwood and A II en Woods. The Cert if i cate of Appointment is attached herewith as a part of the Minutes. Alderman Tuttle stated he would like to give more thought to the appointments. Alderman Serur asked about the duties of the Commissioners. The City Manager explained that they establish pol icy, approve the budget, approve semi-annual reports, set the rents, and perform such other duties as are required by the Local Housing Authority.
