The Mayor explained the City's <br />five-year plan for extension of sewer lines and stated prior- <br />ity would be given to the areas where the most people would <br />be served. The City Manager exhibited the map showing the <br />eight areas scheduled for sewer extension. He explained that <br />all the property represented on the petition would not necess- <br />aril~ be served by the Oak Heights line, since there is a 30-ft. <br />cut between the two areas. Alderman Ruiz asked Mr. Buckner if <br />everyone who signed the petition lives in the City limits. <br />Mr. Buckner said he was not sure. Mr. Ruiz made the point that, <br />even if they weren't inside the City limits now, the signature <br />probably indicated they would wish to,be annexed, if sewer were <br />available. Alderman Whittenberg said the City might have to ac- <br />celerate its program, if San Marcos continues to grow: '" don't <br />see how we can wait five years to give these people sewer". <br />Alderman Pool said that if a bond issue were the only answer, <br />he felt the Council should lay the ground work for the campaign <br />and face up to the problem. Alderman Serur said the Council <br />should plan for expansion. Mayor Taylor said that when the <br />Council invited the public to the June 8 meeting to discuss <br />sewer extension plans, he had told the people that if they want- <br />ed a bond issu~to do the job quicker, they could have it. He <br />was now calling it to their attention for the second time. <br />Alderman Serur said he felt the public should demand a bond issue <br />if they want it. Alderman Whittenberg said he didn't see how the <br />City could take care of all the demands of a growing community <br />without a bond issue. The Mayor said the hope of the Council had <br />been that there would be enough new property developed to bring <br />in sufficient taxes to support improvement projects. Alderman <br />Ruiz said he felt it was the Council's responsibility to initiate <br />a bond issue. If the people refuse it, then there is nothing the <br />Council can do to speed up the work. After further discussion <br />between the Council and the City Manager, Alderman Ruiz moved <br />that the Council authorize the City Manager to report to them in <br />60 days on the cost of providing water and sewer extensions in <br />San Marcos for the next ten years.
