<br />recessed regu I ar meet i ng, J an. 27, 1965 <br /> <br />page two <br /> <br />the <br />Alderman Ruiz moved that/Mayor Pro-Tem serve as executive <br />of the Counci I unti I the regular City election Apri I 6,1965. <br />Alderman Pool seconded the motion and on rol I cal I the <br />following vote was recorded:' , <br /> <br />AYE; <br />NAY: <br />ABSTAINING; <br /> <br />Pool, Ruiz, Tuttle, Whittenberg <br />None <br />Serur <br /> <br />The Mayor declared the motion carried. and asked for a I <br />motion of adjournment. <br /> <br />Aldermen Pool and Whittenberg asked that other pending <br />business be attended to. Alderman Whittenberg mentioned <br />the need for passage of an ordinance regulating operation <br />of b i I liard tab I es for prof it in San Marcos. He stated <br />there was such a business preparing to open in the near <br />future in San Marcos. Mr; Ruiz said there were several <br />bi I liard hal Is already in operation. The City Manager <br />said that permits were issued with the understanding that <br />operators would be required to conform to a bi I liards <br />ordinance, when and if one were passed by the Counci I. The <br />Counci I was reminded that three different ordinances regu- <br />lating operation of bi~ liard tables for profit had been pre- <br />sented the C~unci I for consideration. the last one at the <br />Nov. 9, 1964 regular meeting. Aldermen agreeing that action <br />shou I d be taken on a bill i ards 'ord i nance, the Mayor read a- <br />loud the Nov. 9, 1964 vers i on. By common consent, the ord- <br />inance was accepted, with one deletion and a change in per- <br />mitted hours for Sunday operation. Alderman Whittenberg <br />moved adoption of the ordinance as read and amended, a I <br />copy of which is attached and made a part of the Minutes. <br />Alderman Serur seconded the motion. and on rol I call, the <br />fol lowing vote was recorded: <br /> <br />AYE: <br />NAY; <br /> <br />Pool, Ruiz, Serur, Tuttle, Whittenberg <br />None <br /> <br />The Mayor declared the Ordinance Passed, Approved and Adopted. <br /> <br />Alderman Ruiz asked the City Manager to send copies of the <br />Ordinance to all present operators of bil liard tables in <br />San Marcos, so they wi I I comply with regulations as set forth. <br /> <br />Alderman Pool cal led attention to the presence of L.F. <br />Springs, a representative of Behring & Behring Cotton Compress <br />Co., and asked him if he wished to come before the Counci I. <br />The Mayor referred to a Memorandum which the City Manager <br />had furnished the Counci I some weeks ago in regard to Behring & <br />Behring's request for an 8" water line to the Compress, pro- <br />viding sufficient pressure to install a sprinkler system. <br />The City Manager estimated the cost at $3,588.20 for materials. <br />and $1401.42 for labor. He recommended that the City instal I I <br />the line if Behring & Behring would assume cost of materials. <br />The Mayor reminded the Counci I that the Compress is in the <br />proposed GNRP area, and that any improvements would increase <br />the City's credits. The matter was discussed at length, with <br />emphasis on the bearing added fire protection would have on <br />the San Marcos key rate. The City Manager reminded the Coun- <br />ci I that funds for the line were not available in the current <br />
