Alderman Whittenberg moved that the annexation petition be accepted, to be held in read- iness when the property qualifies for annexation. The City Manager presented for Counci I approval a proposed appl ication for a Federal Neighborhood Youth Corps program, as provided by Title I of the Economic Opportunity Act of 1964. Appl ication was for approximately $14,800.00 in Federal funds to oro~loy 20 young men and four young women between,the ages of 16 and 21, for conservat i on and off ice work for a period of 12 weeks. The City Manager explain'- ed how the program wi I I be handled. Federal funds wi II be used for 90% of the cost, the City's 10% to be furnished "in kind". Alderman Whittenberg moved that the Counc; I approve the appl ication. Fuller to make application to Federal Aviation Agency, Office of Economic Oppor- tunity, General Services Administration, or other ap- propriate Federal agency for al I suitable air faci li- ties declared surplus at Camp Gary. The Mayor brought before the Counci I a request for a franchise to operate a taxicab company in San Marcos, signed by Cornelio Alvarado. He requested the City Secretary to read the letter aloud. Counci Imen dis- cussed the appl ication in reference to the City's' Taxicab Ordinance. Alderman Damon moved that the application for franchise be approved by the Council, provided the appl icant complies with provisions of the Taxicab Ordinance. Alderman Tuttle seconded the I
