Alderman Pool <br />seconded the motion, and on roll call, the fol low- <br />ing vote was recorded: <br /> <br />AYE: <br />NAY: <br /> <br />Damon, Froh, Pool, Tuttle, Whittenberg <br />None <br /> <br />The Mayor declared the motion carried. <br /> <br />E.O. Bethke came before the Cou nc i I as "a hurt I ' <br />citizen" with a grievance against the Local Pub- <br />lic Agency (Urban Renewal Agency). He referred <br />to his mother's business property, scheduled to <br />be acqu i red by LPA in the Chautauqua Hill Project, <br />stating that an unfair evaluation had been made, <br />since consideration was not given to the income his <br />mother derived from the property. Alderman Froh <br />stated he had been told by J.T. Banister, Executive <br />Director of the LPA, that the B~ethke property val- <br />uation was being reconsidered. He asked Mr. Bethke <br />to "rescind his complaint" unti I a re-evaluation of <br />the property had been made. <br /> <br />Garland Stokes was recognized by the Mayor. He stated <br />that he, too, was concerned about Urban Renewal, but <br />from a different viewpoint: "I sat here on this Coun- <br />c i I when th i s program was in it i ated. I went before <br />groups... I told them about the River Project... I <br />lied to a Jot of people as it turned out... people <br />have been grossly misinformed by the City Counci I..." <br />Mr. Stokes talked for fifteen minutes; he recommended <br />that Mr. Fuller be retained by the Council either as I <br />City Manager or City Planner, since, in his opinion, <br />his attempt to fi II both jobs was responsible for the <br />delay in getting the River Project and the GNRP into <br />operation. <br /> <br />The Mayor said he wished to make it clear that the <br />peop I e had not been dec i eved by the Cou nc i I . He an- <br />nounced an open meeting of the Counci I with the Plan- <br />ning and Zoning Commission and the Local Public Agency <br />for the next evening at 7:30. "I don't know al I the <br />answers, but tomorrow night we're going to bring this <br />thing out in the open", Mr. Serur said. Alderman Whitt- <br />enberg rem i nded Mr. Stokes that the Counc i I had d i rect- <br />ed Mr. Ful IeI' to spend his time on the acquisition of <br />Camp Gary, and that he felt the Counci I should take ful I <br />responsibi lity for the delay in the Urban Renewal projects. <br />If Mr. Ful IeI' had not spent time on the Camp Gary brochure, <br />he said, the City would not have been ready to avai I itself <br />of President Johnson's offer to designate Camp Gary as <br />the site for the first Job Corps Center. "We were ready, <br />thanks to Mr. Ful leI''', Mr. Whittenberg stated. Alderman <br />Froh thanked Mr. Stokes for his speech and commented: I <br />"You left us old tools to work with". Alderman Whitten- <br />berg said: "Mr. Mayor, I think all the people must be <br />interested in the welfare of San Marcos. Someti~es.i ~ou <br />have opponents, but enemies , ~." <br />
