He <br />reminded the Counci I that he had come before them in <br />January, and again in February, asking that the local <br />Police Force be raised to the minimum FBI recommendat- <br />ion of one patrolman per 1,000 population. He distrib- <br />uted cop i es of his January II, 1965 recommendat i on, and <br />a second one, to be made at the present meeting, asking <br />that both be made a part of the record. Col. Hi II read <br />aloud his present recommendation: "That San Marcos and I <br />Hays County authorize Police Chief Wayman Dial and <br />County Sheriff Bobby Kinser to attend the FBI National <br />Police Academy (NPA) located in the Federal Bureau of <br />Investigation, U.S. Department of Justice, Washington, <br />D.C. Authorization to include current salary plus per <br />diem and travel expenses." A copy of Col. Hi II's two <br />statements, with copy of a news story, is attached as <br />a part of the Minutes. Col. Hi II referred to the Crime <br />Commission set up by the President, and read from the <br />FBI report on the increase in juven i Ie cr i me. He sa i d <br />police work was "preventive and punative", and strongly <br />urged that emphas i s be put on the first approach, in <br />order that the second would not be necessary. <br />At the c,onc I us i on of Co I. Hill's presentat i on, the Mayor <br />asked the Counci I to consider adding three more patrolmen <br />on the proposed budget. <br />Dr. E.A. DeShazo was recognized by the Mayor. He said he, <br />too, was concerned with the problem of police protection. <br />He warned the Counci I that he was keeping a loaded weapon <br />in his house, and was bui Iding a fence around his house, <br />and that "anyone who comes in without my permission is <br />go i ngto get hurt". I <br />The Mayor read a break-down of services pe~formed for <br />residents of the City, showing a total of $60.82 per <br />capita. <br />After further discussion, Dr. Pool moved adoption of <br />the Budget. Alderman Tuttle seconded the motion, and <br />on 1"01 I cal I, the fol lowing vote was recorded: <br /> <br />AYE: <br />NAY: <br /> <br />Froh, Pool, Tuttle <br />None <br /> <br />The Mayor declared the motion carried, and the 1965-1966 <br />Budget adopted. <br /> <br />Two petitions for annexation were presented to the Council. <br />The first, signed by T.J. Mostyn, comprises 2.072 acres in <br />Westover, bounded by Prospect, Dartmouth and Feldmont. <br />J.B. Roberts appeared before the Counci I and showed a sub- <br />division plat, saying that it was planned to bui Id 10 houses <br />on the petitioned property. The matter was discussed. <br />Alderman Pool moved that the Counci I accept Mr. Mostyn's <br />petition for annexation.
