Mr. Serur eXplained to <br />the delegation that it was the policy of the <br />Counci I that delegations wishing to appear be- <br />fore the Counci I should ask to be put on the <br />agenda by noon Friday before the meeting on Mon- <br />day. He said they would be glad to hear what the <br />Smith Lane delegation wished to talk about, but <br />that no action could be taken o~ a matter not on <br />the agenda. Mr. Serur read a statement (see at- <br />tached), 's i gned by 100% of the propel.ty-owners on <br />Sm ith Lane, say i ng they we~re depos it i ng the irtaxes <br />in escrow in the First National Bank, payable to the <br />City when Smith Lane is paved. Mr. L.W.Waters, <br />spokesman for the group, said many of the property- <br />owners had paid taxes for ten years, and the street <br />wasbadly in need of pavin.g. He called on Kenneth <br />Weatherford, who spoke of the need for widening <br />Smith Lane. Said he had offered the City some prop- <br />erty for that purpose at the San Marcos Chapel, some <br />years ago, but it had not been accepted. Mrs. O.B. <br />Pehl and Mrs. S.M. Mcintyre also spoke to the quest- <br />ion. The Mayor said the Counci I was aware of al I the <br />things that needed improvement, and they hoped to find <br />a solution in the near future. <br /> <br />I <br /> <br />The Mayor read aloud the 1965 Report of the Board of <br />Equalization(see attached), which was accepted by the <br />Counci I, by common consent. The Mayor cal led attent- <br />ion to the increase of $1,097,992 in assessments over <br />1964, and the increase of bui Iding permits to 251, <br />with construction value of $4,156,973 for 1965. <br /> <br />The Mayor recommended the reappointment of Dr. Ni Ion <br />Tallant as Health Officer. Alderman Pool moved Coun- <br />ci I approval of Or. Tallant's appointment.
