<br />regular meeting, apri I 12, 1966 <br /> <br />page four <br /> <br />J;- <br /> <br />Henry Kyle came before the Counci I to discuss the <br />Lowman Airport property. He stated Mr. Lowman <br />would like the 16 acres previously deeded to the <br />City returned to him, since the City had not prop- <br />erly operated and maintained the airport. He call- <br />ed attention to the fact that there were no faci li- <br />ties at the old airport, not even a telephone. He <br />said Mr. Lowman would like the acreage returned to <br />him so he could operate a private airport. He said <br />Mr. Lowman was d i sp I eased that the Counc i I had re- <br />named it uLowman Airportu. The Mayor read an op- <br />inion from the City Attorney on referenced property, <br />wh i ch the Cou nc i 1 requested I ast year (see Minutes, <br />Sept. 13, 1965). Alderman Whittenberg reminded the <br />Counci I that the present Municipal Airport (Gary) <br />property has a recovery clause. Alderman Damon said <br />the Counc i I had a I ready agreed to keep the 0 I d a i 1'- <br />port as a Ustand-by". Mr. Kyle said Mr. Lowman felt <br />that if the City would spend $10,000 at the old air- <br />port, it would be acceptable to the public. Dr. Pool <br />sa j d: uMr. Ky J e, I moved a month ago that we return the <br />property to Mr. Lowman. My motion died for lack of a <br />second, so that shows how the Cou nc i I fee 1 s about it." <br />Alderman Froh said: "We've decided we'l I keep it as <br />an auxiliary field... We've already acted on it." <br /> <br />The Mayor introduced the parking meter proposaj from <br />the Hays County Commissioners Court. It was discuss- <br />ed. Alderman Whittenberg moved that the proposal be <br />accepted. Alderman Froh seconded the motion and on <br />roll cal" the following vote was recorded: <br /> <br />AYE: <br />NAY: <br /> <br />Damon, Froh, Pool, Korff, Whittenberg <br />None <br /> <br />The Mayor declared the motion carried. <br /> <br />The Mayor read aloud a letter from Tom Buckner, sec- <br />retary of the San Marcos Association of Retai I Trade, <br />commending the efforts of the City and C~unty to im- <br />prove parking on the Square,and provide more parking <br />meters. He forwarded two resolutions for consideration <br />of the Counci I: <br /> <br />"First, we would like to ask that free parking on <br />meters be done away with tor Saturday afternoons. <br />"Second, we request that a one-hour parking limit <br />be established on existing meters (not the new ones <br />arou~d the Court House Square). <br />"We feel this would keep parking movIng and make it <br />more convenient for everyone who visits the downtown <br />business area~" <br /> <br />The City Manager said the present meters were obsolete <br />and non-convertible. Elwood Soechting asked the Coun- <br />cil not to act on the resolutions presented by "SMART". <br />He said Jim Ranck, representative of Duncan Meter Co., <br />recommended that the new meters not be restricted to <br />one-hour parking. He said the Parking Committee would <br />like to have two-hour meters.
