The <br />City Manager had previously notified the Councj I by letter <br />that the site chosen by officials of HUD in Ft. Worth Was <br />"the G il crease, property" - the Open Space Land owned by the <br />City on the San Marcos River, Counci Imen examined a map of <br />the area. Mr, Whittenberg enquired whether the Open Space <br />Land ~ere "the one and only site in San Marcos that we Can <br />bui Id the Center on?" Wi Ibur F. Fairlamb, representative <br />of Housing 8 Urban Development, answered: "We don't care <br />where you put it as long as it is within walking distance <br />of the people it wil I serve,.. it mU6~ be a multi-purpose <br />bui Iding... a 'neighborhood faci I ity' must be in close <br />proximity to where the under-priveleged - young and old _ <br />can walk". a loc~tion that is not convenient to the under- <br />privi leged ~ not be approved~y HUD)". A lengthy dis- <br />cussion on the location of the bui Iding and its purpose in <br />the community fol lowed. Alderman Froh said: "Since the City <br />is changing ~ver to a Charter, and in order to give people <br />more time to th i nk th i s matter over, I move act i on on th is <br />Resolution be deferred until the new Council takes over". <br />Alderman Damon seconded the motion, The type and purpose <br />of the bui Iding Was further discussed, Mr. Whittenberg <br />said the bui Iding as being presently described by HUD was <br />not the type described to the voters when information on the <br />bond issue was put out. Qr. Pool said he ~hought part of the <br />confu~10n was due to definitions, "I don't think we should <br />'pass the buck' to the next Council", he stated. Mr. Fair- <br />lamb agreed that terminology was confusing. He said the in- <br />tent of Congress when funds were made available for such fac- <br />ilities was "the upbuilding of the people ~ children as well <br />as grown people", The vote being called::for, the following <br />was recorded: <br /> <br />AYE: <br />NAY: <br /> <br />Damon, Froh, Whittenberg <br />Poo' <br /> <br />The Mayor declared the motion carried. <br /> <br />Two petitions for annexation were received from Mr. and Mrs. <br />Shannon Doss. The first, ,a petition for ,annexation of a <br />portion of Schul Ie Drive, was read aloud by the Mayor. Alder- <br />man Damon moved that the petition be accepted, A~derman <br />Whittenberg se~onded the motion and on roll cal" the fol low- <br />ing vote was recorded: <br /> <br />AYE: <br />NAY: <br /> <br />Damon, Froh, Pool, Whittenberg <br />None <br /> <br />The Mayor declared the motion carried, <br /> <br />The second petition was for three tracts of land at the end <br />of Schul Ie Drive owned by Mr. and Mrs. Doss. Alderman Pool <br />read the petition. Alderman Froh moved acceptance of the <br />petition.
