<br />Mrs. N i ,cc i Harri son, Pres i dent of theSan Marcos
<br />Assoc i at i on for Retard~d Ch i Idren, appeared before the
<br />Counc i I to request the use of the Recreat i on H a II in
<br />the City Park. Mrs. Harrison gave a brief resume of
<br />the organization of "TARS" (Teenagers Aid Retarded
<br />Students) and its program. She said they would like
<br />the use of the Recreation Hal I at least once a month,
<br />for parties they are planning for the 300-500 retard-
<br />edpersons in Hays County. Alderman Pool moved that
<br />the Association be given the use of the Recreation
<br />Hal I without charge,at least o~ce a month. Alderman
<br />Damon seconded the motion, and on roll call, the foll-
<br />owing vote was recorded:

<br />The Mayor declared the motion carried, and thanked
<br />Mrs. Harrison for coming to the Counci I.

<br />The Mayor read aloud a letter from the Chairman of the
<br />Planning & Zoning Commission, recommending that that
<br />the request from the Housing Authority of the City of
<br />San Marcos to rezone a portion of Sunset Acres from
<br />"R", Residential, to "0", Multi-fami Iy, be denied,
<br />see attached. Warren Freudiger, Executive Director of
<br />th~ Housing Authority of San Marcos, was recognized by
<br />the Mayor. He presented the advantages of bui Iding the
<br />proposed housing units in Sunset Acres. Elwin Fitch,
<br />architect for the proposed housing units, showed slides
<br />of housing simi lar to those planned for San Marcos.
<br />Ruben Ruiz, recognized by the Mayor, raised a point of
<br />order: the showing of films. He said it was not the
<br />type of housing that adjacent property owners objected
<br />to, but the type of occupants they would attract.
<br />Frank Contreras was spokesman for the property-owners
<br />in Sunset Acres objecting to the request for rezoning.
<br />He stated their position, saying a new slum would be
<br />created, resulting in the lowering of values in the
<br />subdivision. He pointed out that Sunset Acres was the
<br />only "R" area south of the City, and west of the River,
<br />and that there were other areas that needed up-grading,
<br />that would benefit from the housing project, that should
<br />be considered. Joe Nicola spoke against the change in
<br />zoning, saying he had a moral obligation to the residents
<br />of Sunset Acres, since he had sold most of the lots, on
<br />the basis of residential zoning. Mr. Freudiger, in re-
<br />buttal, quoted from the City's 1950 Cooperation Agreement
<br />with the Public Housing Authori-ty, in which the City
<br />agreed to make such changes in zoning as might be necess-
<br />ary. He said five sites had been checked by the Region-
<br />al Land Office over a period of the past eleven months,
<br />and $14,000 expended in surveys. appraisals, etc.
<br />After thorough discussion, Alderman Pool moved that the
<br />recommendation of the Planning & Zoning Commission be
<br />upheld, and that the zoning not be changed. Alderman
<br />Froh seconded the motion, and on roll call, the foll~w-
<br />ing vote was recorded:
