Mrs. Harrison gave a brief resume of
the organization of "TARS" (Teenagers Aid Retarded
Students) and its program. She said they would like
the use of the Recreation Hal I at least once a month,
for parties they are planning for the 300-500 retard-
edpersons in Hays County. Alderman Pool moved that
the Association be given the use of the Recreation
Hal I without charge,at least o~ce a month. Alderman
Damon seconded the motion, and on roll call, the foll-
owing vote was recorded:

AYE:
NAY:

Damon, Froh, Korff, Pool, Whittenberg
None

The Mayor declared the motion carried, and thanked
Mrs. Harrison for coming to the Counci I.

The Mayor read aloud a letter from the Chairman of the
Planning & Zoning Commission, recommending that that
the request from the Housing Authority of the City of
San Marcos to rezone a portion of Sunset Acres from
"R", Residential, to "0", Multi-fami Iy, be denied,
see attached. Warren Freudiger, Executive Director of
th~ Housing Authority of San Marcos, was recognized by
the Mayor. He presented the advantages of bui Iding the
proposed housing units in Sunset Acres. Elwin Fitch,
architect for the proposed housing units, showed slides
of housing simi lar to those planned for San Marcos.
Ruben Ruiz, recognized by the Mayor, raised a point of
order: the showing of films. He said it was not the
type of housing that adjacent property owners objected
to, but the type of occupants they would attract.
Frank Contreras was spokesman for the property-owners
in Sunset Acres objecting to the request for rezoning.
He stated their position, saying a new slum would be
created, resulting in the lowering of values in the
subdivision. He pointed out that Sunset Acres was the
only "R" area south of the City, and west of the River,
and that there were other areas that needed up-grading,
that would benefit from the housing project, that should
be considered. Joe Nicola spoke against the change in
zoning, saying he had a moral obligation to the residents
of Sunset Acres, since he had sold most of the lots, on
the basis of residential zoning. Mr. Freudiger, in re-
buttal, quoted from the City's 1950 Cooperation Agreement
with the Public Housing Authori-ty, in which the City
agreed to make such changes in zoning as might be necess-
ary. He said five sites had been checked by the Region-
al Land Office over a period of the past eleven months,
and $14,000 expended in surveys. appraisals, etc.
After thorough discussion, Alderman Pool moved that the
recommendation of the Planning & Zoning Commission be
upheld, and that the zoning not be changed. Alderman
Froh seconded the motion, and on roll call, the foll~w-
ing vote was recorded:

AYE:
NAY:

Damon, Froh, Korff, Pool, Whittenberg
None

The Mayor declared the motion carried.

pelf>
{'-=t G

I

I

I
