It was <br />read in ful I. Alderman Pool moved that the ordinance be <br />passed as an emergency measure because of the emergency <br />stated in the preamble to said ordinance, and that the <br />ordinance become effective immediately from and after its <br />passage. Alderman Froh seconded the motion. In the dis- <br />cussion which followed, Alderman Damon called attention to <br />to a requirement in the new Charter that the City Attorney <br />approve all ,ordinances. He asked whether the City Attorney <br />had approved the ordinance. The City Manager said he had <br />not, and offered to cal I Mr. ,Walker. A patrolman was sent <br />to Mr. Wa I ker' s ,home with the ord i nance. I t was returned <br />to the Councjl with the City Attorney's wri~ten approval. <br />Dr, Pool's motion was voted upon, with the fol lowing result: <br /> <br />A YIE: <br />NAY: <br /> <br />Damon, Froh, Korff, Pool, Whittenberg <br />None <br /> <br />The Mayor declared the motion carried. <br /> <br />Dr. Pool moved adoption of the Ordinance authorizing <br />issuance of $200,000.00 in general operating expenses <br />warrants. Alderman Froh seconded the motion and on roll <br />cal I, the following vote was recorded; <br /> <br />I <br /> <br />AYE: <br />NAY; <br /> <br />Damon, Froh, Korff, Pool, Whittenberg <br />None <br /> <br />The Mayor declared the Ordinance Passed, Approved and <br />Adopted. <br /> <br />The Counci I approved, by common consent, the removal of <br />the city barn from park property to City-owned property <br />in the "'(" between the ra i I road tracks, on Bugg Lane. <br /> <br />The Mayor introduced a matter considered at a special <br />meeting, March I: employment of an agent to negotiate <br />for real estate needed in the City's development plans. <br />After general discussion, Alderman Korff moved that <br />A.~. Moon be employed at $/2.50 an hour to negoti~te for <br />properties for the City; that he come before the Council <br />for authorization before any deal on property is closed; I <br />and that Mr. Moon's attorney and the City Attprney draw <br />up a contract for consideration of the Counci I. Alderman <br />Damon seconded the motion. Full discussion fol lowed, on <br />the estimated number of hours negotiations might take, <br />and other aspects of the motion.
