A Resolution or some formal expression as to <br />whether or not the City Counci I wi II h6nor <br />the Cooperation Agreement between the City <br />of San Marcos and the City of San Marcos <br />Housing Authority in the future." <br /> <br />I <br /> <br />Mr. Whittenberg said he felt members of the Counci I <br />had made it clear they were in favor of additional <br />housing units, but he felt the Planning & Zoning <br />Commission should ~ake a recommendation on 'any site <br />under consideration; Mr. Freudiger said he would <br />have to get specific permission from the Regiohal <br />Off ice. to present sites to the P I ann i ng & Zon i ng <br />Comm i ssi on, pr i or to approva I of the City Counc i I . <br />He axplained this was against regular procedure. <br />Mr. Freudiger said the Regional Office insists on <br />the selaction of "open space land" for the site. <br />The Mayor suggested that the Counci I, the Planning & <br />Zoning Commission, Urban Renewal and the Housing Auth- <br />ority get together with the representative of the <br />Regional Land Office to work out selection of a site. <br />On anqufry, Mr. Freudiger said T.H. Callihan is the <br />Regional Land Office representative assigned to ap- <br />prove the San Marcos site. Allen Woods, Chairman <br />of the Local Housing Authority, said: "Mr. Callihan I <br />said if the Counci I insists on putting the housing <br />in the GNRP, you can put your feet up on the desk and <br />forget it!" Mr. Freudiger said he needed something <br />in writing from the Counci I to get the project back <br />on the track. Alderman Whittenberg said he would not <br />agree to "blanket zoning" unti I the Planning & Zoning <br />had made a recommendation. Alderman Pool moved that <br />the City Counci I accept al I points in the letter. <br />Alderman Whittenberg seconded the motion, with the <br />provision that it did not commit the Counci I to approve <br />a zoning change in spite of protest. Alderman Damon <br />pointed out that it was difficult to make a proper motion <br />incorporating the three points in the letter. He read <br />each point aloud and explained why it was unsuited for <br />a motion. There was further discussion on the Mayor's <br />suggestion that the several groups involved work to- <br />gether on finding a suitable site. The question being <br />called for, the fol lowing vote was recorded: <br /> <br />AYE: <br />NAY: <br /> <br />Damon, Froh, Korff, Pool, Whittenberg <br />None <br /> <br />The Mayor declared the motion carried. <br /> <br />I <br /> <br />The Mayor recognized Dr. David Conrad~ representative <br />of the San Marcos Golf Association, who presented a <br />contract between the City and Aquarena, Inc. for lease <br />of the Municipal Golf Course for Counci I consideration. <br />
