Kenneth Finch of Ernst &' Ernst, the City's au.ditors, gave an annual audit report, see attached letter and report. He stressed the need for good budgetary practices, especially in regard to stri~t use of requisitions and issuance of purchase orders. A quest- ion and answer session fol lowed. The Mayor thanked Mr. Finch for the report. I The Mayor introduced a Resolution reaffirming certain points of the Cooperation Agreement between the City and. the Local Housing Authority, signed in 1951. The Resolution was read in ful I. Dr. Pool moved ap- proval of the Resolution. Mr. Korff seconded the motion. After discussion of the Cooperation Agreement and the Resolution, the question was cal led for and the fol low- ing vote recorded: AYE: Damon, Craddock, Flores, Korff, Pool, Serur, Whittenberg NAY: None The Mayor declared the Resolution Passed and Approved. The Mayor introduced and read aloud the O~dinance embodying the proposal made the City by the Lower Col- orado River Authority. The Ordinance had been approv- ed, with deletion of one clause, at the March 27 meeting. Discussion fol lowed on whether the present reading could constitute the second reading. Mr. Whittenberg said it I had been passed at the previous meeting, and Dr. Pool had read it. Councilman Damon noted that the Minutes of March 27 did not state that the Ordinance had been read in fu II. Dr. Poo I asked that the Minutes be amended to incAude that statement. The question being re~61~ed, Dr. Pool moved approval of the Ordinance on second read- ing. Mr. Whittenberg seconded the motion and on roll cal I, the following vote was recorded: AYE: Damon, Craddock, Flores, Korff, Pool, Serur, Whittenberg NAY: None The Mayor declared the Ordinance passed on second reading.
