I I I II AN ORDINANCE ADOPTING RULES AND ORDER OF BUSINESS FOR THE CITY COUNCil OF THE CITY OF SAN MARCOS; AND DECLARING AN EMERGENCY BE IT ORDAINED BY THE CITY COUNCil OF THE CITY OF SAN MARCOS, TEXAS, that the Charter be fol lowed in sections setting forth rules and procedure of the City Counci I; that the following additional rules, and order of business are officially adopted: (I.) Regular meetings of the Council shall be held at 7:30 p.m., the second and fourth Mondays of each month. (2,) In the absence or inabi lity of the Mayor, the Mayor Pro Tem shal I preside over the Counci I, or, in the absence of both, a quorum being present, a temporary presiding officer may be chosen from among the Counci I members. (3.) The Counci I shal I conduct its meetings by the rules of common courtesy and simple parlimentary procedure. Should a parlimentary ruling be required, Robert's Rules of Order shall be the accepted authority. (4.) The order of business for regular Counci I meetings shal I be as fol lows: I. Meeting cal led to order 2. Ro II Ca II 3. I nvocat i on 4. Minutes of previous meetings 5. Ordinances considered 6. Reports and Communications 7. Other Matters 8. Petitions and Delegations 9. City Manager Items 10. Adjournment (5.) By reason of the fact that the Charter of the City of San Marcos requires that an ordinance setting forth rules and order of business be adopted, it is hereby declared an emergency measure, demanding that the rules requiring ordinances to be read on three separate days, and that no ordinance shal I become effective unti I the expiration of ten (10) days following the date of its final passage, be suspended, and that this Ordinance shall take effect and be in ful I force immediately.
